Job Summary
The Director of County Jail Partnerships and Rule Implementation position is a temporary unclassified position with an anticipated end date of November 2, 2029.
This position directs the State's relationship with Minnesota counties and sheriffs on the operation and regulation of local correctional facilities (jails), and leads the Department's implementation of Minnesota Rules, Chapter 2911. The position exists to convert a newly adopted regulatory framework into workable, sustainable practice across more than 75 county and regional jails - building the systems, training, technical assistance, and partnership structures that allow local facilities to reach and maintain compliance without enforcement as the first resort. It serves as the Department's principal point of accountability for ensuring that rule implementation is collaborative, consistent, and credible to both the regulated community and the public. The position works as a co-lead partner to the Director of Inspections & Enforcement - pairing the Department's regulatory authority with a dedicated partnership-and-implementation function.
This position is eligible for up to a 50% hybrid telework arrangement. With a telework arrangement, additional onsite attendance may be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. Qualifications
Minimum Qualifications
The following qualifications are required of all applicants seeking consideration for this position. Only applicants whose application materials clearly demonstrate fulfillment of each of these minimum qualifications will be considered for the position. Ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending dates for each job held.
Four (4) years of progressively responsible experience in jail or correctional operations, correctional facility regulatory oversight, or closely related public safety administration, including experience that demonstrates:

• Deep knowledge of jail operations, including the operational, staffing, security, programming, health care, and administrative considerations that affect implementation of correctional standards and requirements;
• Experience interpreting, applying, or implementing statutes, administrative rules, policies, licensing standards, or other regulatory requirements within a jail or correctional environment;
• Experience translating regulatory or policy requirements into operational practice, including assessing operational impacts, identifying implementation barriers, developing procedures or workflows, coordinating training and communication, and monitoring implementation for effectiveness and compliance;
• Experience leading or supporting organizational change involving multiple stakeholders, including engaging operational staff, resolving implementation challenges, adapting requirements to different operational environments, and sustaining changes after initial implementation; and
• Experience building effective working relationships with correctional leaders, operational staff, government partners, and other stakeholders.

(NOTE: a Master's degree in Criminal Justice, Criminology, Psychology, Social Work or related may substitute for eighteen (18) months of experience; Bachelor's degree in the same fields may substitute for one (1) year of experience; and an Associate's degree in the same field may substitute for six months (6) of experience)
Preferred Qualifications

• Recent professional experience working in or directly supporting the operation of a Minnesota jail.
• Extensive knowledge of Minnesota jail operations and Minnesota Rules, chapter 2911, including experience applying jail standards in an operational setting.
• Experience leading implementation of significant regulatory, policy, or operational changes within a jail or correctional system, from initial interpretation and operational assessment through implementation, training, troubleshooting, compliance monitoring, and continuous improvement.
• Demonstrated ability to identify where a proposed change may conflict with or create unintended consequences for facility operations, staffing, security, health care, programming, technology, or existing processes, and to develop workable implementation solutions.
• Demonstrated commitment to building and sustaining trust-based, collaborative relationships between regulatory agencies and regulated entities, including experience engaging regulated partners with transparency, consistency, respect, and a problem-solving orientation while maintaining appropriate regulatory accountability.
• Experience facilitating change across facilities or operational environments with differing resources, staffing models, physical plants, and local practices.

Additional Requirements
The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections' policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.
Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections' policy. This may include a review of job performance and discipline records.
New employees will be fingerprinted within the first 30 days of employment.
