General Purpose
This position is responsible for providing overall management of projects, programs, finances and work crews in the Traffic Group and the Signals Group.
Union Affiliation: Non-UnionPay Grade: $127,427.04 AnnuallyRemote Tier 2: Up to one (1) day remote/week
Essential Job Functions
  • Provide management to the Traffic Group: responsible for Signs, Lines, Meters, Crossing Guards, Traffic Signals and Warning Lights.
  • Recruit, supervise, train, and evaluate crew performance, including but not limited to discipline, resolving conflicts ,motivating employees and proper documentation of performance in accordance with the City of Burlington Comprehensive Personnel Policy Manual.
  • Provide guidance and coaching to crews to promote to team philosophy and professionalism, including identifying opportunities for professional development
  • Maintain up-to-date knowledge of Department and Division goals; communicate these goals to the crew and solicit feedback, in coordination with Division Director.
  • Develop operations, maintenance and capital programs and evaluation metrics, in coordination with the Division Director.
  • Manage and prioritize work tasks
  • Manage the schedule for regular, seasonal and part time crews.
  • Manage material and equipment resources.
  • Monitor and document the day-to-day operations and long term programs.
  • Prepare a variety of daily, monthly and year-end reports as they relate to these programs. Including but not limited to task management, cost projections, inventory control, budget performance, etc.
  • Prepare requests forbid/contract documents for vendor services, including but not limited to: yearly contracts, special projects, equipment, maintenance, etc.
  • Manage vendor contracts to ensure the use of the proper methods and materials and that the vendor maintains a safe work site in compliance with City standards.
  • Layout and construction/installation of traffic signs, pavement marking sand signals as designed by Tech Services or their consultants.
  • Coordinate construction/installation with other departments/organizations (e.g .Police, Fire, Parks, CCTA, etc) and DigSafe as needed.
  • Assure adherence to quality standards established by department procedures, City regulations and state and industry standards.
  • Facilitate daily safety meeting and ensure the City Safety Manual is followed. Review up-dates to VOSHA and DOT Traffic Standards.
  • Act as "Ambassador" for DPW, carrying out work in a manner consistent with Department Mission and Vision.
  • Identify and coordinate truck servicing with Fleet Manager.
  • Oversee the completion of work orders including billing functions and solve related problems as required.
  • Maintain database to ensure yearly accurate measurement of installed assets including but not limited to signs, lines and signal equipment.
  • Monitor daily job progression, manage fieldwork, solve problems related to field conflicts.
  • Coordinate and staff the City's Crossing Guard program.

Qualifications/Basic Job Requirements
  • Ability to actively support City diversity, equity, and cultural competency efforts within stated job responsibilities and work effectively across diverse cultures and constituencies.
  • Demonstrated commitment to diversity, equity and inclusion as evidenced by ongoing trainings and professional development.
  • High school diploma or equivalent and six (6) years of related experience in management of traffic related construction, with at least three (3) years' experience in supervision of others required.
  • Demonstrated knowledge of VOSHA and DOT Traffic Standards.
  • Knowledge of departmental, divisional, City and state policies, procedures and regulations affecting area of assignment.
  • Ability to inspect work projects for adherence to specifications, divisional procedures and other pertinent regulations and codes.
  • Ability to negotiate and resolve conflicts.
  • Knowledge of supervisory practices and the ability to delegate work through others.
  • Knowledge of administrative practices and the ability to provide required written reports and documentation.
  • Ability to work in a Windows based environment with knowledge of word-processing, spreadsheet and database software.
  • Ability to learn new, program-specific software applications.
  • Must possess a valid driver's license and pass MVR check.
  • Ability to communicate effectively orally and in writing with supervisors, staff, subordinates, governmental and industrial representatives, and the general public.
  • Demonstrated ability to forecast and plan long-range division maintenance and repair projects and the ability to recommend long-range construction and improvements projects in area of assignment.
  • Ability to create and maintain an environment that embraces the 6 operating principles: Customer Service, Fiscal Responsibility, Good Labor Relations, Employee Empowerment, Cooperation and Constant Improvement.
  • Regular attendance is necessary and is essential to meeting the expectations of the job functions.
  • Ability to understand and comply with City standards, safety rules and personnel policies.
