PURPOSE AND FUNCTIONS

The Fire/Temporary Services Coordinator provides operational and technical support to the Programs Department through the implementation and oversight of Temporary/Fire Services Management Plans associated with ship repair, overhaul, and modernization activities. This role coordinates shipboard temporary structures, firefighting systems, laydown areas, hydrostatic testing support, and fire safety compliance activities across multiple departments and external stakeholders.

This position requires extensive coordination with Waterfront Operations, Environmental Health & Safety, Planning, Engineering, Scheduling, Facilities, Supply Chain Management, subcontractors, and government representatives to ensure temporary fire protection systems and associated services remain compliant, operational, and aligned with NAVSEA requirements throughout each availability.

KNOWLEDGE, SKILLS & ABILITIES

  • Knowledge
    • Knowledge of ship repair, overhaul, and modernization processes and procedures
    • Knowledge of temporary firefighting systems, hydrostatic testing processes, and fire protection requirements
    • Knowledge of NAVSEA Standard Item 009-08 requirements and shipboard fire safety practices

  • Education

  • Experience
    • MA/MS degree and 3 years of directly related experience OR
    • BA/BS degree and 5 years of directly related experience OR
    • AA/AS degree and 12 years of directly related experience OR
    • High school diploma/equivalent and 18 years of directly related experience
    • Prior military service may be considered directly related experience
    • Experience in ship repair, waterfront operations, temporary fire protection systems, or related industrial operations preferred
  • Certifications/Licenses
    • Valid Driver's license with reliable, insurable transportation required
    • Ability to obtain and maintain access to government facilities and naval installations as required
    • Ability to obtain and maintain a Security Clearance as required
    • PMP certification preferred

RESPONSIBILITIES

  • Core Responsibilities
    • Coordinate all shipboard temporary fire safety services and related operational activities
    • Administer and maintain Temporary/Fire Services Management Plans for shipboard availabilities
    • Coordinate temporary firefighting systems, temporary structures, laydown areas, hydrostatics testing support, and associated fire safety requirements
    • Monitor and tack combustible and flammable material locations aboard vessels and associated laydown areas
    • Ensure compliance with NAVSEA Standard Item 009-08 and applicable fire safety requirements
    • Coordinate with internal departments and external stakeholders regarding implementation of temporary fire protection systems and operational response planning
    • Support risk identification, response planning, and escalation activities related to fire safety operations
  • Key Duties
    • Provide shipboard temporary structure and laydown area plans that include all Repair Activities (RA) equipment and required operational elements
    • Identify locations of temporary structures, job/toolboxes, compressed gas cylinder staging areas, and laydown areas
    • Coordinate Repair Activity (RA) ownership and accountability for temporary structures, toolboxes, and laydown areas
    • Submit Shipboard Temporary Structure and Laydown Area Plans to Fire Safety Counsel (FSC) within required timelines for review and endorsement
    • Update fire services plans weekly and post updated copies to status boards, quarterdecks, and damage control central locations
    • Establish, document, implement, and maintain Temporary Fire Protection Plans and temporary firefighting systems
    • Coordinate inspection, maintenance, and hydrostatic testing activities associated with temporary firefighting systems
    • Ensure sprinkler and dewatering systems remain operational while fire watch personnel are onboard vessels
    • Coordinate ingress/egress access requirements and ensure fire lanes remain unobstructed
    • Coordinate fire zone boundary compliance in accordance with NAVSEA Standard Item 009-08 requirements
    • Coordinate hydrostatic testing support activities related to fire safety systems
    • Engage senior leadership when identified fire safety risks exceed established operational thresholds and prepare written recommendations for corrective actions
    • Coordinate implementation activities with internal and external stakeholders following leadership occurrence
    • Develop and maintain technical reports, operational documentation and professional presentations
    • Interpret operational metrics and analytics to support project execution and fire safety planning
    • Travel to NASSCO sites as required to support operational needs
  • Measurable Outcomes
    • Temporary Fire Services Plans are completed, updated, and distributed within operational timelines
    • Shipboard temporary structures and laydown areas remain compliant with applicable NAVSEA and fire safety requirements
    • Fire pumps, hoses, sprinkler systems, and temporary firefighting systems are inspected and operational within required testing intervals
    • Fire lane, ingress/egress routes, and fire zone boundaries remain complaint and unobstructed
    • Risk assessments, operational concerns, and recommendations are escalated timely to leadership
    • Coordination activities with departments, subcontractors, and government representatives support uninterrupted operational execution

  • Coordinates daily with Waterfront Operations Management, including Ship Managers, Area Managers, Facilities, and Drydock Operations
  • Interfaces with Environmental Healthy & Safety, Supply Chain Management, Planning, Engineering, Scheduling, Contracts, Subcontracts Management, Cost Analysts, Estimating, and other operational departments
  • Interfaces regularly with project teams, subcontractors, Navy representatives, government agencies, and industry stakeholders
  • Operates within a matrixed organizational environment requiring extensive collaboration across internal and external entities

ADDITIONAL REQUIREMENTS

  • Regular, reliable onsite attendance is an essential function of the position
  • Must meet requirements for access to U.S. Navy, U.S. Coast Guard, and shipyard-controlled industrial areas
  • Must be able to obtain and maintain applicable DBIDS, NAVSEA, and/or contractor access credentials as require
  • Position may require work aboard vessels, in drydock environments, and within industrial operation areas
  • Performs other duties as assigned
  • Ability to travel to all NASSCO sites as operationally required
