Job description

ASRC Federal Advanced Research, LLC (AFAR) is seeking a Senior Systems Analyst to support a contract with the National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) in Norman, Oklahoma. 

The NWS, in partnership with other agencies, is executing the Radar Next Program to modernize the nation’s weather radar infrastructure. This program involves replacing the aging Next Generation Weather Radar (NEXRAD) Weather Surveillance Radar 1988 Doppler (WSR-88D) system with a next-generation network. Given the criticality of uninterrupted radar coverage for public safety, the transition must be seamless. AFAR’s partnership with NWS will ensure the successful definition, design, development, and deployment of the modernized radar system, as well as data processing and distribution infrastructure.

Work location: Onsite - Norman, OK

Background: Government issued background investigation (Public Trust)

 Responsibilities:

  • Define vendor requirements for integrating Radar Next radar systems or a mesh network, including how radar systems are maintained, upgraded/sustained, and how parts are ordered.
  • Determine and document the responsible parties for maintenance and sustainment of each radar system, which can vary by system type and agency.
  • Willingness and ability to build a deployment strategy from scratch, make connections across federal teams, and handle ambiguity.
  • Leads logistics planning for NWS equipment siting, leasing, procurement. Create deployment strategies, schedules, and cost estimates. Formalize logistics processes and Standard Operating Procedures.
  • Lead supply chain, inventory, warehousing, and distribution management for radar systems.
  • Plan for the deployment and manage the temporary or mobile capabilities during system cutover.
  • Must have the flexibility and the adaptability to thrive in a fast-paced work environment with many unknowns.                                      

Education/Experience:

  • Minimum of 10+ years of relevant work experience, including Federal procurement.
  • Bachelors in Logistics, Supply Chain Management, Business, Computer Science, Information Systems, or a related field.
  • Must be a US Citizen to meet contract requirements.
  • Must successfully complete a government issued background investigation.
