DescriptionPosition Overview

Spiral Solutions & Technologies, Inc. (SS&T) is seeking a Regional Affairs SME to support the United States Strategic Command (USSTRATCOM) Joint Exercises, Training, and Assessment Directorate (J7).

The Regional Affairs SME provides regional political, economic, and security affairs expertise in support of USSTRATCOM campaign, risk, operations, and Joint Force assessments. The selected candidate will apply interagency and Combatant Command desk officer experience focused on Middle East affairs to assess geopolitical trends, inform strategic deterrence and campaign planning, and support senior leader decision-making.

Security Clearance Requirements

This position supports classified programs and requires access to classified systems and material. All contractor personnel must be United States citizens and possess a Top-Secret clearance with eligibility for Sensitive Compartmented Information, Nuclear Command and Control/Extremely Sensitive Information, and Special Access Program access prior to commencing work.

RequirementsKey Responsibilities
  • Support campaign and risk assessments by finding, reading, and comprehending diplomatic, informational, military, and economic information from multiple sources.
  • Maintain working knowledge of policy and strategy guidance, including the National Security Strategy, Unified Command Plan, National Defense Strategy, Nuclear Posture Review, National Military Strategy, Joint Strategic Campaign Plan, Global Campaign Plans, Operations Plans, and Contingency Plans.
  • Develop and refine measurement criteria, including measures of effectiveness, measures of performance, and scoring standards, to support regional assessments.
  • Analyze diplomatic, informational, military, and economic information to determine progression or regression toward achievement of Strategic Deterrence through defined measurement criteria.
  • Define, document, and articulate the logic for assessments of progression or regression toward achievement of Strategic Deterrence objectives, effects, and risk.
  • Develop, update, and maintain campaign and risk assessments with regional context and supporting analysis.
  • Apply critical thought to identify trends in individual assessments and synthesize information into key findings and recommendations.
  • Identify estimated, intended, and/or resultant cost-benefit of U.S. operations, activities, and investments toward shaping the strategic environment.
  • Produce graduate-level quality briefs and written reports with supporting in-depth analysis and research, and brief assessment findings to senior leaders.
  • Collaborate with the Office of the Secretary of War, Joint Staff, interagency, international, and other Government agency partners, and support Joint Force and Operations Assessments.
Required Qualifications
  • At least 7 years of interagency and/or Combatant Command desk officer international affairs experience.
  • Overseas experience required.
  • A bachelor's degree or higher in International Affairs, Economics, or equivalent degree is required.
  • At least 3 years of experience working on Middle East affairs is required.
  • Demonstrated relevant experience supporting:
    • Support campaign and risk assessments through multi-source analysis, policy and strategy review, development of assessment criteria, preparation of assessment logic, and production of briefs and reports.
    • Develop, update, and maintain campaign and risk assessments.
    • Apply critical thought to identify trends in individual assessments to synthesize information and create key findings and recommendations.
    • Identify estimated, intended, and/or resultant cost-benefit of U.S. operations, activities, and investments toward shaping the strategic environment.
    • Produce graduate-level quality briefs and written reports with supporting in-depth analysis and research following best practices for analytic writing.
    • Brief assessment findings to senior leaders and be prepared to answer questions.
    • Collaborate with OSW, Joint Staff, interagency, international, and other Government agency partners.
    • Actively and continuously collaborate and facilitate support to Joint Force assessments and Operations Assessments.
    • Support Joint Force assessments and recommendations with in-depth analysis and research, as required.
    • Provide additional support to assessments through data identification, collection, analysis, reporting, and participation in boards, bureaus, centers, cells, and working groups.
Preferred Qualifications
  • Direct experience supporting USSTRATCOM or other Combatant Command campaign planning, regional strategy development, contingency planning, or strategic assessments.
  • Experience advising senior leaders on Middle East regional developments and associated strategic implications.
  • Experience integrating regional analysis into Joint Force, campaign, and operations assessments.
