About the Position: This position is located within the Materiel Systems Organization (MSO), Security Assistance Management Directorate (SAMD) and is one of the Department of the Army's premier support organizations. The MSO encompasses TACOM's total life cycle acquisition responsibilities, providing functional and technical expertise for disciplined program and contract execution.

Duties
Help
  • Coordinate the activities of a multi-functional team which may include Logistics Management Specialists, Equipment Specialists, Inventory Management Specialists, Supply Management Specialists, Technical Writers and other specialists
  • Represent the team with management, higher headquarters, Department of the Army, and other customers through meetings, briefings and correspondence.
  • Serve as facilitator for team meetings, set team goals and objectives, develop strategies, evaluate customer needs, reengineer team processes, evaluate customer satisfaction and team performance, develop plans to improve team and meet customer needs.
  • Conduct program management analyses to validate and implement the product support strategy to optimize life cycle cost against program performance-based outcomes.
  • Identify, budget for, and/or structure teams, stakeholders, and partnerships to leverage capabilities representing government, industry, and related functional areas
  • Develop contract scopes of work for logistics support, with maintenance and supply, from concept through production
  • Participate in the development and implementation of Life Cycle Sustainment Plan (LCSP) and Performance-Based Logistics (PBL) strategies
  • Develop and use metrics to evaluate and improve maintenance operations performance
  • Apply Army Maintenance policies and procedures during the development and execution of Logistics Demonstrations, Technical Maintenance Verifications, and National Maintenance Work Requirements
  • Identify the cause of existing or potential maintenance problems and implement appropriate corrective action or preventative measures
  • Lead team members in special studies and projects for the PM to resolve critical maintenance problems requiring Command attention
  • Analyze automated logistics systems to accomplish logistics management reviews and analyses, furnish guidance on logistical matters, and manage related programs and project

  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes at least 3 out of 5 experiences listed: (1) Serving as a functional interface between Foreign Military Sales (FMS) customers and the DoD acquisition; (2) Reviewing policies for diplomatic issues to provide feedback; (3) Managing the integrated logistics support elements throughout the life cycle of a system (e.g. production, transportation, product assurance, acquisition, etc.); (4) Managing case requirements utilizing systems such as Defense Security Assistance Management System (DSAMS); (5) Providing logistical support that included a variety of vehicle/weapon systems managed by Command (e.g. combat, construction and material handling equipment).: This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

  • This is a Non-Key Security Cooperation (SC) position based on the duties and responsibilities. The position requires DoD SC Workforce (SCW) Certification. The incumbent must complete certification related training requirements in the SC Functional Area (FA) within the timeframe associated with the position's SCW certification level: SC Foreign Military Sales and Financing (FA)
    Practitioner Level1 year (Awareness/Foundational); 2 years (Practitioner, Expert/Advanced); and complete certification-related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384. Incumbent(s) of this position is required to comply with all Department of Defense, Defense Security Cooperation Agency, and Department of the Army requirements of the SCW certification program.
