Position Title: Senior Procurement and Contracting Specialist
Location: Office of Finance
Salary: $97,344 - $ $111,190
Reports to: Executive Director - Procurement
Bargaining Unit: N/A
Benefits Eligible: Yes
Telecommuting Eligibility: Eligible for telecommuting up to $40% (two days per week)
Position Summary:
The Senior Procurement and Contracting Specialist will set the organization's supply strategy, expand the supply base, and negotiate best value goods and services to support the success of a dynamic Finance Team committed to a new future for urban education. Responsibilities include ensuring compliance with Federal, State, and local laws and District policies through clear communications and accurate documentation for the public record.
Minimum Qualifications:
  • Candidate must have a minimum of three (3) years of experience in procurement/finance for an organization with responsibilities including a wide range of contracting principles, regulatory requirements and policies, work process improvements, data analysis, and administrator training.
  • Must have or be willing to work toward public procurement related certifications.
  • Fluency in all Microsoft Office applications (Word, Excel, Outlook, PowerPoint) and basic Web browser.
  • Knowledge and skill in financial analysis and reporting, particularly in developing and driving Key Performance Indicator (KPI) Metrics.

Essential Functions:
  • Assist in establishing, reviewing, and revising District contracting and purchasing policies and procedures, with an increased focus on Operations/Facilities departments.
  • Ensure compliance with contracting statutes, laws, rules, regulations, policies and procedures.
  • Oversee and participate in contract modifications, negotiation of changes, and exercising of options as well as investigation and resolution of contract delays.
  • Ensure effective initiation and completion of procurement initiatives set forth by the Procurement leadership.
  • Communicate, work in collaboration and assist with key persons, schools, and departments to ensure schools/department understand the procurement/RFP process so they can generate requisitions and receive purchases in a timely fashion.
  • Assist in the completion of all Freedom of Information Act (FOIA) requests within Procurement.
  • Work with departments to develop procurement plans, focusing on process, output, and outcome.
  • Manage Planning, Sourcing, RFQ (Request for Quote), RFP (Request for Proposal), and PO placement processes:
  • Analyze, evaluate and issue requests for proposals/quotes, as a result of customer requisition.
  • Request supplier quotations.
  • Analyze supplier quotations and process requisitions.
  • Facilitate the competitive bidding process (prepare bids, post bids, facilitate the evaluation process, prepare approval packet).
  • Send follow ups to the stakeholders for clarification, if necessary.
  • Process Purchase Orders.
  • Assisting in establishing best practices and training related to procurement methods, purchasing, customer service, and contract negotiations.
  • Perform other duties as assigned by supervisor.
