| Work Environment | Oversees projects, manages teams, coordinates with clients | Designs, implements, and maintains network infrastructure |
| Industry Usage | Used in telecom companies, service providers, and large enterprises | Found in IT departments, telecom firms, and network service providers |
While both roles require technical knowledge and certifications like CCNA, the Telecommunications Project Manager focuses on managing telecom projects, coordinating teams, and ensuring project delivery. This position provides technical project management support for the Weather Needs Package and serves as the primary coordinator for engineering execution, field activities, technical documentation, and customer engagement.
This position is based in Anchorage, AK.
Working in partnership with the Weather Workstream Lead, the Technical Project Manager will coordinate multidisciplinary engineering efforts, manage project schedules and deliverables, facilitate technical decision-making, and ensure successful execution of aviation weather modernization activities. - Manage day-to-day technical project execution, ensuring activities remain aligned with program objectives, schedules, and customer priorities.
- Coordinate desktop evaluations, engineering analyses, field site surveys, and technical assessments supporting AWOS, VWOS, WCAM, and other aviation weather initiatives.
- Develop and maintain integrated project schedules, action item trackers, risk registers, and technical deliverable schedules.
- Coordinate multidisciplinary engineering teams to ensure technical products are completed accurately and on schedule.
- Serve as the primary point of coordination for field survey planning, logistics, travel, site access, and stakeholder communications.
- Support preparation, quality review, and delivery of technical reports, engineering recommendations, requirements documentation, and implementation packages.
- Coordinate technical discussions with FAA representatives, engineering organizations, subcontractors, and installation partners.
- Track technical issues, project risks, assumptions, dependencies, and decisions through resolution.
- Translate customer requirements and field observations into actionable engineering tasks and project deliverables.
- Support procurement planning by identifying long-lead materials, equipment dependencies, and implementation constraints.
- Coordinate closely with Engineering, Quality, Safety, Cybersecurity, Contracts, Logistics, Procurement, and Program Controls.
- Assist with development of implementation strategies, migration planning, and technical transition activities.
- Maintain traceability between customer requirements, engineering recommendations, site survey findings, project decisions, and final deliverables.
- Support project reviews, customer briefings, status reporting, and executive-level communications.
- Recommend process improvements that enhance project execution, documentation quality, and schedule performance.
Basic Qualifications
- U.S. Citizenship required.
- Ability to obtain and maintain a Public Trust clearance.
- Minimum of 8 years with BS/BA; Minimum of 6 years with MS/MA; Minimum of 3 years with PhD, 12 years in lieu of a degree
- Demonstrated experience managing complex technical projects involving engineering, infrastructure modernization, telecommunications, aviation systems, or other mission-critical environments.
- Experience coordinating multidisciplinary engineering teams across multiple organizations.
- Experience managing technical schedules, risks, action items, deliverables, and customer communications.
- Experience developing engineering documentation, technical reports, implementation plans, requirements packages, or acquisition documentation.
- Strong organizational, analytical, and communication skills.
- Demonstrated ability to manage multiple concurrent priorities in dynamic environments.
- Experience working directly with Government customers and senior leadership.
Preferred Qualifications
- Previous experience supporting the FAA, Department of Transportation, or National Airspace System modernization programs.
- Experience with aviation weather systems including AWOS, ASOS, VWOS, WCAM, weather sensors, environmental monitoring systems, or related airport infrastructure.
- Experience coordinating remote field site surveys, engineering assessments, or installation activities.
- Knowledge of airport communications, networking, power infrastructure, environmental systems, and site readiness considerations.
- Familiarity with FAA engineering, quality assurance, configuration management, safety, and acquisition processes.
- Experience managing subcontractors, equipment vendors, and installation contractors.
- Experience supporting system implementation, testing, integration, and operational transition.
- PMP certification or equivalent project management certification.
