Telecommunications Manager 2 (Network Services)

Location: Austin, TX (Hybrid Onsite + Telework) Duration: Long-Term Opportunity Visa - Any - local candidate

Position Overview: The Texas Department of Public Safety (DPS) is seeking an experienced Telecommunications Manager 2 to lead and oversee Network Services operations. This role will be responsible for managing enterprise network infrastructure, ensuring high availability, and supporting mission-critical initiatives across WAN, LAN, wireless, SD-WAN, and network security environments. The ideal candidate will bring strong leadership, deep technical expertise, and the ability to manage complex network environments while collaborating with cross-functional teams.

Key Responsibilities:

  • Provide leadership and operational oversight for Network Services, including WAN, LAN, wireless, SD-WAN, and security platforms
  • Manage daily operations such as incident management, problem resolution, and service availability
  • Act as the escalation point for critical network and infrastructure issues
  • Coordinate and prioritize workload across infrastructure and security teams
  • Support key initiatives including: SD-WAN implementation and optimization, network monitoring tools (e.g., ThousandEyes, AppDynamics), security integrations (NGFW, identity services, secure workload)
  • Oversee vendor relationships and network-related contracts
  • Ensure compliance with security policies, standards, and regulatory requirements
  • Participate in change management processes with proper documentation and approvals
  • Collaborate with Infrastructure, Data Center, Telecom, and Security teams
  • Provide status reporting, risk assessment, and mitigation planning to leadership
  • Maintain documentation for network architecture and operational procedures
  • Support knowledge transfer and continuity planning

Required Qualifications:

  • Minimum 7 years of supervisory/management experience in networking/telecommunications
  • Proven ability to lead teams, drive collaboration, and achieve organizational goals

Preferred Qualifications:

  • 7+ years of experience with Cisco VoIP (design, administration, and maintenance)
  • 5+ years managing network teams in complex enterprise environments
  • Experience supporting 24x7x365 network, voice, and video operations
  • Hands-on experience with: SD-WAN technologies, network monitoring tools (ThousandEyes, AppDynamics), network security solutions (NGFW, identity services)
