Position Overview:
As a Telecom Permit Manager on the Fiber Design & Implementation team, you will be responsible for overseeing permitting and right-of-way coordination activities for outside plant (OSP) fiber and telecommunications infrastructure projects. This role manages permitting workflows, supports project execution, ensures regulatory compliance, and provides leadership and guidance to permitting staff and cross-functional teams involved in broadband deployment initiatives.
Responsibilities
  • Lead and oversee permitting and right-of-way coordination activities for OSP fiber, conduit, aerial, and underground telecommunications projects.
  • Manage permit application processes across municipal, county, state, DOT, railroad, and utility jurisdictions to ensure timely approvals and compliance.
  • Supervise and support permitting personnel, including workload management, training, mentoring, and performance oversight.
  • Coordinate with engineering, construction, project management, municipalities, utilities, and regulatory agencies to resolve permitting challenges and maintain project schedules.
  • Review and support development of permit drawings, easement documentation, route analysis, and project tracking utilizing ArcGIS, and related tools.
  • Maintain permit and easement tracking systems, reporting metrics, and documentation to support operational efficiency and project delivery.

Qualifications
Required:
  • High school diploma or GED equivalent.
  • 5+ years of experience in OSP permitting, right-of-way coordination, telecommunications infrastructure, or utility permitting projects.
  • Previous personnel management or team leadership experience, including supervising, mentoring, or managing permitting staff or cross-functional teams.
  • Strong understanding of OSP construction methods, including aerial and underground fiber optic deployments.
  • Proficiency with AutoCAD, ArcGIS or similar platforms for mapping and spatial analysis.
  • Strong organizational, communication, stakeholder management, and problem-solving skills with the ability to manage multiple projects and deadlines simultaneously.

Preferred:
  • Degree in engineering, GIS, or a related field preferred; equivalent experience will also be considered.
  • Experience supporting fiber-to-the-home (FTTH) or large-scale broadband deployment projects.
