Planner I:
$27.57 - $33.51 Hourly/$2,205.60 - $2,680.80 Biweekly
Planner II:
$30.43 - $36.99 Hourly/$2,434.40 - $2,959.20 Biweekly
Position Description: Under the direction of the Planning Director, performs professional planning functions involving community planning, zoning and land use matters, gathering and analyzing data, preparing reports related to planning activities, projects, and/or programs of the County, and assisting with technical and administrative matters related to County planning. Provides information to the public regarding department functions and activities.
About the Department: The Planning Department serves as the land use information center for the County. The Department functions as a professional staff to the Board of Supervisors, the Planning Commission, and the Airport Land Use Commission. The Department disseminates information to the public regarding potential development areas for residential, commercial, industrial, and resource development and management.
The Department is responsible for the maintenance and implementation of the County General Plan, the County Zoning, and implementation of the California Environmental Quality Act (CEQA). The Department processes development applications and permit requests for land divisions, use permits, General Plan amendments, zone changes, and variances. It also processes permits and enforces state requirements for the Surface Mining and Reclamation Act (SMARA). In addition, the Department functions as the Census Data Center for the County and disseminates information regarding population, economic, and housing characteristics and trends.
Examples of Duties
- Assists the general public, contractors, developers, Planning Commission, Board of Supervisors, and other agencies regarding planning ordinances and requirements.
- Receives and processes plot plans, tract maps and parcel maps, use permit applications, general plan amendments and re-zonings, etc., ensuring completeness, accuracy and compliance with County regulations.
- Reviews and approves lot line adjustments, plot plans, etc.
- Prepares environmental analyses for review of permits or applications subject to California Environmental Quality Act.
- Reviews and conducts special studies and analyses related to planning projects, programs and operations.

Planner I | Planner II
Education, Experience & Licenses
Planner I
- Graduation from an accredited college or university with a Bachelor's degree with major coursework in planning, public administration, architecture, geography or a related field.
- One (1) year of professional experience in public sector planning experience or related work in urban planning encompassing current planning activities is preferred.
Planner II
- Graduation from an accredited college or university with a Bachelor's degree with major coursework in planning, public administration, architecture, geography or a related field.
- Three (3) years of professional experience in public sector planning experience or related work in urban planning encompassing advanced and / or current planning activities is preferred.
Other combinations of education and experience may be considered.
License & Special Requirements:
- Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.

Additionally, Tehama County is establishing an eligibility list to fill future vacancies for a Planner I/II, as well as subsequent vacancies which occur during the life of the eligibility list.

*Rates listed in this flyer represent a full-time employee's accrual rate and health insurance premium rate. Part-time employees will have pro-rated accruals and health insurance premium rates based on the number of hours they work.

SALARY:
- Annual salary step increases based upon satisfactory performance and completion of one year of employment (Step A to E).
HEALTH:
- Approximately 80% of the premium for medical, dental, and vision plan is paid by the County (EPO Plan). The plan covers the employee and all eligible dependents at NO ADDITIONAL COST!
- Employee premiums are $234.54 per month as of January 1, 2025 and $266.97 as of January 1, 2026 for employee and all eligible dependents.
PAID LEAVES:
- Benefits also include an annual paid leave plan of
- 96 hours of vacation (increases upon continuous years of service)
- 96 hours of sick leave
- 14 paid holidays plus one 8 hour personal holiday
LIFE INSURANCE:
- Approximately 80% of the premium for a $30,000 life insurance plan for the employee is paid for by the County.
RETIREMENT:
- A retirement plan through CalPERS.
- CalPERS Formulas:
- Classic member = 2% @ 55
- New Member = 2% @ 62
- A Deferred Compensation retirement plan option with a County match of up to a maximum of $60 per month.
