Job description

Job Description: • This position is responsible for overseeing the planning, execution, and delivery of a portfolio of IT projects and programs that align with our overall business strategy.
• This role is centered on optimizing NCIS IT investments, driving strategic alignment, and ensuring successful project outcomes.
• Develop and maintain a comprehensive IT portfolio roadmap that aligns with business objectives and priorities.
• Establish and maintain portfolio governance processes, including project intake, prioritization, and resource allocation.
• Regularly monitor and report on the overall performance of the IT portfolio, including budget, schedule, and risk.
• Utilize a standard IT Portfolio framework that aligns/crosswalks to resource sponsor authoritative data sources to provide insight into all IT in alignment with resources and mission objectives.
• Identify and manage dependencies, risks, and issues across the IT portfolio (across the NCIS enterprise).
• Proactively identify opportunities to optimize the IT portfolio and improve overall efficiency.
• Lead portfolio reviews and steering committee meetings to communicate progress, address challenges, and make strategic decisions.
• Collaborate with business stakeholders to understand their needs and ensure IT projects support their strategic objectives and obtain required information to sustain compliance with Department of War (DoW) and Department of Navy (DON) policies, regulations and guidance.
• Work with IT leadership to define, document and implement IT strategy and roadmap.
• Evaluate new project proposals and assess their alignment with the overall IT strategy and portfolio objectives.
• Develop and manage the IT portfolio budget, ensuring responsible allocation of resources and effective cost control across the DoW Planning, Programming, Budget and Executing lifecycle.
• Coordinate with financial analysts and Comptroller's office to keep information current and in alignment with the latest investments and actual costs.
• Track and report on project and program spending, ensuring adherence to budget and identifying potential cost overruns.
• Conduct financial analysis and modeling to support investment decisions.
• Identify and assess potential risks to the IT portfolio and develop mitigation strategies.
• Monitor and report on the status of risks and escalate issues as necessary.
• Ensure compliance with relevant regulations and quality standards Effectively communicate portfolio status and progress to stakeholders at all levels of the organization.
• Build strong relationships with business and IT stakeholders to foster collaboration and alignment.
• Facilitate communication and collaboration across project teams.
• Continuously identify and implement improvements to IT portfolio management processes and methodologies.
• Promote best practices in project management and portfolio governance.
• Provide guidance and support to project teams to ensure successful project delivery.
• This position requires the person(s) to be eligible and adjudicated to TS/SCI clearance level at contract start. Required Skills and Experiences: • Proven experience in managing large and complex IT portfolios.
• Certifications (Preferred): PMP, PgMP, PfMP, ITIL.
• Strong understanding of IT strategy and its alignment with business objectives.
• Excellent financial management skills, including budgeting, forecasting, and cost control.
• Strong leadership skills, project management expertise, and the ability to effectively communicate with stakeholders at all levels.
• Strong risk management skills, including risk identification, assessment, and mitigation.
• Excellent communication, interpersonal, and presentation skills.
• Strong analytical and problem-solving skills.
• Proficiency in project management methodologies (e.g., Agile, Waterfall, Scrum).Proficiency in portfolio management methodologies.
• Strong problem-solving and decision-making abilities.
• Excellent communication and stakeholder management skills.
• Ability to work effectively under pressure and handle complex projects.
• Strong knowledge of IT project management methodologies and tools.
• Proficiency in portfolio management tools.
• Prior experience with Department of War (DoW) or Department of Navy (DON) a plus.
• Specific Federal Law enforcement (LE) information domain knowledge or previous experience working in LE organizations a plus.
• This position requires the person(s) to be eligible and adjudicated to TS/SCI clearance level at contract start. Degree Requirements: * Bachelor's degree in Computer Science, Information Technology, Business Administration, or a related field or at least eight (8) + years of experience in IT portfolio management, project management, or a related field. Proven experience in managing large and complex IT portfolios.
