Salary Range: $120,000.00 To $130,000.00 Annually

QED Systems, LLC, is currently recruiting a Knowledge and Strategic Management Lead,to join our team at the Pentagon in Arlington, VA to support our HQDA G-3/5/7 Support Services contract.

Duties:
  • Provide strategic, policy, programmatic, and technical expertise to enable the Strategy, Plans, and Policy (SPP) Branch to support the HQDA Protection Division. This role is critical for integrating protection concepts into Army strategic documents, analyzing protection efforts, and ensuring effective information sharing across the enterprise.
  • Assist in drafting, editing, and staffing written documents to integrate the APP and protection-related functions and concepts into Army strategic documents such as the Army Campaign Plan (ACP), the Army Installations Strategy, and other Army Regulations and related products as appropriate.
  • Provide support for Joint Capability Area โ€“ 7 Protection reporting to the Joint Chiefs of Staff as required by AR 525.30 Army Strategic Readiness.
  • Analyze Army Protection efforts across the Army and provide the Government Lead with written recommendations for improvement. To include conducting research to monitor, track, and resolve resultant tasks and products through appropriate databases.
  • Assist the Government with preparing guidance, tasking, and data calls to supporting elements and track their input/responses. This includes writing, consolidating, and editing input from various ARSTAF sections.
  • Prepare written recommendations for forwarding from the APPBOD and other appropriate strategic forums.
  • Provide timely and accurate document control between HQDA Protection Divisionโ€™s SPP Branch, ARSTAF and external stakeholders.
  • Interface with key contacts and sources to coordinate relevant information regarding assets, applying DA written correspondence standards to all draft and final documents.
  • Support the Branch in developing and integrating Army Regulations for all APP functional areas.
  • Ensure information is shared with other Army/DoD enterprise management boards including but not limited to the Army Campaign Plan, Army Synchronization Meeting and other Senior level forums impacting protection-related areas.
  • Provide professional and qualitative written recommendations for aligning Branch programs integration as required at the Federal, DoD, State, and Local levels.
  • Provide staff support for administrative functions to ensure accurate and timely responses (incoming and outgoing) to SACO and Joint Actions Control Officer tasking, routing, tracking, and updates using ETMS2.
  • Support the Branch in the development and maintenance of the APPโ€™s strategic roadmap, ensuring alignment with HQDA priorities and evolving threat landscapes.
  • Assist in the review and analysis of existing Army policies and regulations related to protection, identifying gaps and recommending updates to enhance effectiveness and compliance.
Required Skills & Experience:
  • Detail-oriented with excellent technical, verbal, and written communication skills.
  • Must have the ability to work within Government-provided software packages with emphasis on MS Office products, for example, Outlook, Word, SharePoint, PowerPoint, and Excel.
  • Must be able to think critically and apply analytical methodologies to raw data to present clear and precise recommendations.
  • Ability to focus on Mission requirements while tracking multiple competing priorities.
  • Require minimal supervision in the fast-paced, critical environment of the Army Headquarters.
  • Must be proficient in the Enterprise Task Management Software Solution (ETMS2) (formerly Task Management Tool).
  • Ability to clearly articulate analysis through both oral and written communication.
  • Ability to provide executive, technical, and administrative support to senior leaders.
  • Experience with Protection on the Army/Joint Staff and/or Major Army Commands in Policy, Bi-lateral exchanges, proficient in planning and execution of working groups.
  • Operational experience using standard automated toolsets to perform duties.
  • Ability to assist with drafting Army EXORDs, FRAGOs, meeting minutes and EXSUMs and strategic documents.
Required Clearance:
  • ACTIVE CLEARANCE LEVEL REQUIRED: Top Secret w/SCI eligibility
Qualifications:
  • At least four (4) years of Knowledge Management experience required.
Travel:

Less than 10% travel is expected for this position. Travel may include continental United States and outside continental United States locations.

This position will be co-located with the customer and other contractors in Government office spaces. While not generally authorized, telework may be required due to exceptional circumstances (extreme weather, pandemic, etc.).
