Job description

Quattro Consulting, an operating firm of Command Holdings, is seeking an IT Project Manager in support of the Defense Intelligence Agency (DIA). The IT Project Manager will provide leadership, oversight, and day-to-day management of contractor personnel supporting DIA Open-Source Intelligence (OSINT) initiatives. This position will serve as the primary on-site lead responsible for managing program execution, overseeing personnel, coordinating with Government leadership, and ensuring successful delivery of technical, operational, and administrative support requirements across the effort.

The IT Project Manager will oversee contractor staff supporting OSINT policy, training, tradecraft, and operational mission requirements while ensuring performance aligns with contractual obligations, Government priorities, and evolving mission needs. The ideal candidate will possess strong leadership, project management, and stakeholder engagement experience within Intelligence Community (IC) or Department of Defense (DoD) environments and be capable of operating effectively in a dynamic, high-visibility setting with frequent interaction with senior government officials.

Responsibilities for this position may include (but are not limited to):

  • Conducting comprehensive open-source research and analysis using publicly available information (PAI), including foreign media, social media platforms, academic publications, commercial databases, and grey literature.

  • Serving as the on-site Project Manager and primary contractor point of contact responsible for day-to-day oversight, coordination, and execution of contract requirements in support of DIA mission objectives.

  • Leading, managing, and overseeing contractor personnel supporting OSINT operations, training, policy, tradecraft, and technical initiatives to ensure quality performance and mission success.

  • Providing programmatic oversight of task execution, staffing, deliverables, schedules, risks, and performance metrics to ensure compliance with contract requirements and Government expectations.

  • Coordinating directly with Government leadership, CORs, stakeholders, and senior officials to communicate project status, priorities, challenges, and recommendations.

  • Developing, maintaining, and executing project management plans, schedules, workflows, and reporting mechanisms to support effective contract performance and resource management.

  • Overseeing workforce management activities including onboarding, staffing coordination, workload balancing, employee performance oversight, and team development.

  • Facilitating collaboration among technical teams, instructional personnel, analysts, and Government stakeholders to ensure integrated mission support and alignment with program objectives.

  • Monitoring and managing project risks, issues, and dependencies, proactively identifying mitigation strategies to minimize operational disruptions and ensure continuity of support.

  • Ensuring contractor activities comply with DIA, DoD, Intelligence Community, and organizational security, policy, and operational requirements.

  • Tracking and reporting program performance, milestones, and deliverables while ensuring quality control and adherence to established standards and timelines.

  • Supporting continuous process improvement efforts by identifying efficiencies, recommending best practices, and implementing innovative approaches to enhance mission effectiveness.

  • Coordinating and participating in meetings, working groups, and briefings with Government personnel and external stakeholders to support strategic planning and operational priorities.

  • Providing oversight of technical and operational documentation, including status reports, standard operating procedures (SOPs), risk registers, staffing reports, and project artifacts.

  • Managing changing priorities and evolving mission requirements in a fast-paced, high-visibility environment while maintaining responsiveness to Government needs.

  • Fostering a collaborative, accountable, and high-performing team environment focused on mission success, professional development, and exceptional customer support.

Expected salary range: $99,000 - $123,000

This position is contingent on contract award.

Work Environment:

Requirements

Basic Qualifications

  • Bachelor’s degree in relevant field + 3 years of experience //OR// 7 years of experience in lieu of degree.

  • Current, active TS/SCI security clearance.
  • Must be able to pass and obtain DIA CI Poly.
  • Demonstrated experience managing IT, intelligence, or mission support programs within the Department of Defense (DoD), Intelligence Community (IC), or Federal Government environments.
  • Experience leading geographically dispersed and/or multidisciplinary teams supporting technical or intelligence-related efforts.
  • Knowledge of project management methodologies, IT service delivery, systems implementation, and operational support frameworks.
  • Experience coordinating directly with senior Government stakeholders, CORs, and executive leadership.
  • Strong written and verbal communication skills with experience developing executive-level briefings, status reports, and program documentation.
  • Ability to balance technical requirements, operational priorities, personnel management, and customer expectations in a dynamic mission environment.
  • Strong analytical, critical thinking, and written communication skills, with experience producing intelligence products for senior stakeholders.

  • Familiarity with OSINT tools, data exploitation techniques, and social media analysis platforms.

  • Demonstrated proficiency in using all Microsoft Office applications.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Professional proficiency in English is required.
  • Must be a U.S. Citizen.
