US CITIZENSHIP REQUIRED ACTIVE TOP SECRET CLEARANCE REQUIRED CONTINGENT UPON CONTRACT AWARD SCOTT AFB, IL - REMOTE MAY BE CONSIDERED WITHIN THE VICINITY OF SCOTT AFB, WITH TRAVEL AS REQUIRED DESCRIPTION OF POSITION / DUTIES: All Points is seeking a Program Manager to support the AMC/A6 Base Infrastructure Modernization effort. *This position is contingent upon contract award.* The selected candidate will provide strategic leadership, program execution oversight, contract management, and customer engagement supporting large-scale United States Air Force enterprise infrastructure and network modernization initiatives. The successful candidate will oversee multidisciplinary teams responsible for network engineering, cybersecurity, cloud integration, systems engineering, telecommunications, infrastructure modernization, and operational support activities across multiple Air Force installations. This individual will serve as the primary interface with Air Force leadership, Contracting Officers, CORs, mission partners, and stakeholder organizations while ensuring successful delivery of technical, schedule, cost, and quality objectives. KEY RESPONSIBILITIES MAY INCLUDE BUT ARE NOT LIMITED TO: * Direct and manage all contract activities supporting USAF network modernization initiatives. * Provide strategic planning, execution oversight, staffing management, performance monitoring, and risk management. * Ensure cost, schedule, technical, and quality objectives are successfully achieved. * Lead geographically dispersed teams supporting multiple USAF installations. * Oversee modernization initiatives involving LAN/WAN infrastructure, campus-area networks, and enterprise communications environments. * Manage fiber backbone modernization initiatives. * Support Software Defined Networking (SDN) modernization efforts. * Oversee wireless infrastructure modernization programs. * Manage modernization of voice and unified communications systems. * Support secure cloud connectivity initiatives and integration efforts. * Oversee data center and edge computing modernization activities. * Build and maintain trusted relationships with USAF Program Offices, Communications Squadrons, Air Mobility Command leadership, Air Force Network Operations organizations, Contracting Officers, and CORs. * Lead executive-level briefings, status updates, and Program Management Reviews (PMRs). * Ensure compliance with DoD and Air Force cybersecurity requirements. * Support implementation and compliance activities associated with RMF, NIST 800-series controls, DISA STIGs, DoD 8140 requirements, Zero Trust initiatives, and CMMC requirements as applicable. * Manage program budgets ranging from approximately $25M to $100M+ annually. * Track funding, staffing forecasts, subcontractor performance, and earned value management metrics. * Ensure compliance with contract requirements, service level agreements, and program deliverables. * Establish and maintain Integrated Master Schedules. * Develop and maintain program risk registers. * Develop and maintain Quality Management Plans. * Develop and maintain Continuous Service Improvement Plans. * Lead mitigation efforts related to technical, operational, financial, staffing, and schedule risks. * Provide leadership and direction to program personnel, subcontractors, and technical teams. EDUCATION: * Bachelor's degree in a related technical discipline is required. * Master's degree in a technical discipline is preferred. YEARS OF EXPERIENCE: * 15+ years of Information Technology experience. * 5+ years managing large federal IT programs. * Demonstrated success leading enterprise network transformation and infrastructure modernization initiatives.
