Job description

We are seeking an experienced Technical Program Manager for a client to lead a strategic enterprise initiative to migrate our Identity and Access Management (IAM) platform. This role will be responsible for driving the program from strategy and planning through implementation, adoption, and operational readiness while ensuring compliance with regulatory, audit, and security requirements. The ideal candidate combines deep technical understanding of Identity Governance and Administration (IGA) platforms with strong program leadership and project management capabilities, including planning, execution, risk management, dependency tracking, financial oversight, and status reporting. They also have a proven track record leading complex cloud transformation and cross-functional technology initiatives. This individual will work closely with IAM Engineering, Cybersecurity, IT Infrastructure, Application Owners, Audit, Risk, Compliance, HR, and business stakeholders to deliver a scalable, secure, and compliant identity governance solution.


Responsibilities

  • Lead the end-to-end migration of our Identity and Access Management (IAM) platform
  • Develop and manage program roadmaps, milestones, budgets, dependencies, risks, and resource plans
  • Establish governance structures, steering committees, executive reporting, and decision-making frameworks
  • Drive alignment between business objectives, security requirements, and technology strategy
  • Oversee all phases of the migration
  • Coordinate migration of identity governance capabilities
  • Partner with Internal Audit, Risk, Security, and Compliance teams to ensure continued adherence to SOX controls, Regulatory requirements, Corporate security policies, and IAM governance standards
  • Ensure implementation supports auditability, evidence collection, access review processes, and policy enforcement
  • Serve as the primary liaison between technical teams, business stakeholders, and executive leadership
  • Facilitate executive communications and provide regular updates on program health, risks, dependencies, and outcomes
  • Collaborate with IAM architects and engineers on solution design and migration strategy
  • Partner with infrastructure, cloud, HR, ServiceNow, application, and security teams to ensure successful integrations
  • Understand technical dependencies involving directories, identity sources, cloud platforms, applications, governance workflows, and provisioning systems
  • Develop organizational readiness strategies
  • Lead communication, training, and adoption planning
  • Ensure operational teams are prepared to support the new platform after deployment


Qualifications

  • Strong understanding of SailPoint ISC architecture, identity lifecycle management, access requests, approvals, certifications, RBAC, and application onboarding
  • Experience in planning and executing large-scale application migrations using phased waves (Alpha, Beta, Production)
  • Deep understanding of Identity & Access Management (IAM) disciplines, including IGA, PAM, SSO, MFA, RBAC, and Joiner-Mover-Leaver (JML) processes.
  • Understanding of Human and Non-Human identities
  • Experience in leading large IAM transformation programs involving SailPoint, Okta, CyberArk, Active Directory, ServiceNow, Splunk, and Terraform integrations
  • Ability to identify and manage integration dependencies across HCM, Active Directory, ServiceNow, CyberArk, and other enterprise applications
  • Skilled in migration risk management, including fallback plans, mitigation strategies, and manage executive-level issue escalation
  • Ability to translate IAM technical requirements into business outcomes and executive communications
  • Ability to drive cross-functional alignment between IAM, HR, Infrastructure, Security, and business stakeholders
  • Expert knowledge of program and project management methodologies and demonstration of essential supporting soft skills
  • Experience managing multiple workstreams, dependencies, and vendors
  • Strong risk identification and mitigation skills
  • Excellent executive communication and stakeholder management abilities
  • Experience in managing technology modernization project teams using a variety of supporting technologies
  • Excellent project management skills, including the ability to create and manage project/program plans, budgets, and resources effectively
  • Excellent communication, presentation and interpersonal skills to collaborate with different levels of hierarchy

Work Experience

  • 7-10 years of experience in technology project/program leadership roles required
  • IAM experience required
  • Financial services industry experience preferred


Education

  • Bachelor’s Degree in related field or additional equivalent work or military experience preferred


Licenses and Certifications
