Summary
About the Position: About the Position: Serves as senior Program Manager for the Kansas City District Programs and Project Services Branch within the Programs and Project Management Division (PPPMD).

Duties
Help
  • Functions as Deputy Division Chief for PPPMD and assists the Division Chief in formulating and implementing long range plans and programs for the Kansas City Districts
  • Ensures consistency and continuity of program management within the district.
  • Oversees the Combined departmental Overhead budget, internal PPPMD audits, data calls, Project Review Boards (PRBs) and leads strategic planning efforts.
  • Represents the Deputy District Engineer for PPPMD at meetings, briefings and conferences with internal and external partners.
  • Performs as Chief, Programs and Project Management Services Branch with supervisory responsibility for integrating support programs within PPPMD.
  • Ensures planning and coordination of the Branch Chiefs Team (BCT) to manage workload acceptance and maintain effective and efficient project management processes.
  • Manages the district's Quality Management System and ensures procedures are updated and audits are conducted in accordance with ISO standards.
  • Oversee the Project Controls Office and ensures seamless support for scheduling, budgeting and resourcing within Primavera to all programs.
  • Manges PPPMD hiring and supervision of administrative staff.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience GS-14: To qualify based on your experience, your resume must describe at least one year of experience which includes: 1) Experience in program and project management involving studies, designs and/or construction; 2) Experience utilizing Project Management Information Systems (PROMIS) to manage schedules and resourcing; AND 3) Experience implementing Quality Management Systems including development and execution of Quality Management Plans and Quality procedures.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
You will be evaluated on the basis of your level of competency in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
