What You Will Do
Join the largest division at Los Alamos National Laboratory by performing Subcontract Technical Representative oversight of over 600 subcontracted employees that support diverse and multiple facets of operations throughout the site.
As a Subcontract Technical Representative (STR) in the Logistics Modernization, Systems, and Subcontract Management group, perform as a single point of contact for customers, stakeholders, and subcontract managers. As the STR, you will be responsible for the technical oversight of the subcontractor's performance, which includes spending a large portion of your time in the field. In addition to the field support aspect of the position, you will also be focusing on ensuring compliance with safety, quality, cost, schedule, security, and environmental subcontract performance within the terms of the subcontract while managing the subcontract from cradle to grave to ensure robust and consistent operations of the facilities throughout Los Alamos National Laboratory.
This position will be filled at either the Subcontract Technical Representative 1/2 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.
Subcontract Technical Representative 1 $80,400 - $127,900
The level 1 STR is expected to have entry level knowledge of formation and administration of subcontracts. Subcontract Technical Representatives work in integrated teams with the diverse community of colleagues across the lab site; expect to interface with science programs, engineers, finance and accounting professionals, facility and operations management teams, maintenance teams, acquisition services, and various SMEs throughout the duration of multiple projects.
Along with routine Subcontract Technical Representative work, collaborate in the modernization and creation of new programs to ensure that the Subcontract Technical Representative team in Logistics is trained, agile, and equipped to best serve the laboratory at large.
Subcontract Technical Representative 2 $96,600 - $158,000
STR level 2 is expected to have experience in the formation and administration of subcontracts, as well as be responsible for the management of subcontracts from conception to closeout.
What You Need
Minimum Job Requirements:
  • Relevant experience in directly or indirectly related fields in any of the following roles: foreman, field engineer, contracting, procurement technician, or craft.
  • Experience in maintenance support services.
  • Knowledge of policies/procedures inside and outside LANL, execution of safe, secure, and quality maintenance and site services tasks and procedures, as well as regulations affecting maintenance and site services subcontract management or equivalent knowledge related to private sector subcontracts.
  • Knowledge in the formation/administration of subcontracts including, but not limited to: bidder pre-qualification, award, monitoring of performance of subcontractors, back charge procedures, resolution of claims and disputes.
  • Experience in the preparation and presentation of oral and written reports.

Additional Job Requirements for Subcontract Technical Representative 2:
In addition to the requirements outlined above, qualification at the higher level requires:
  • Thorough knowledge of policies/procedures inside and outside LANL, execution of safe, secure, and quality maintenance and site services tasks and procedures, as well as regulations affecting maintenance and site services subcontract management or equivalent knowledge related to private sector subcontracts.
  • Demonstrated ability to manage projects as a self-directed employee or team member, including setting and managing goals and leading the preparation/presentation of oral and written reports.

Training/Certifications:
Though not required, LANL or external training or certifications preferred for either level are as follows:
  • Completion of adSTR or STR training preferred (previous completion acceptable even if not current on annual refreshers)

Education/Experience at lower level:
Position requires a Bachelor's Degree in an Engineering, Construction, or Contracts Law discipline from an accredited institution and 2 years directly related experience in engineering/construction contracting practices, applicable government or commercial regulations and practices, and/or LANL policies, procedures, and work practices; or, an equivalent combination of education and experience directly related to the occupation to include specialized courses in contract management.
Education/Experience at higher level:
Position requires a Bachelor's Degree in an Engineering, Construction, or Contracts Law discipline from an accredited institution and 5 years directly related experience in engineering/construction contracting practices, applicable government or commercial regulations and practices, and/or LANL policies, procedures, and work practices; or, an equivalent combination of education and related experience to include specialized courses in contract management.
Desired Qualifications:
  • Experience and understanding of low and medium voltage commercial and industrial systems, as well as one-line drawings.
  • Familiarity with financial, acquisition, and invoicing applications such as Oracle or Ariba and other COTS or custom software application packages.
  • Demonstrated success working with fast-changing demands and priorities.
  • Demonstrated experience with policy interpretation and application to subcontracted work, to include safety, security, and quality components.
  • Experience in the formation and administration of subcontracts through the several steps of bidder pre-qualification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of contractors, back charge procedures, resolution of claims and disputes, and other such related steps.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Work Enviornment: Indoors and Outdoors, working overtime or irregular schedule as approved by management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Term position: Regular-status Laboratory employees applying for term-status positions may retain regular status with approval of the cognizant Principle Associate Director.
