What is a technical project program manager?

Technical Project Program Managers are professionals responsible for overseeing the planning, execution, and delivery of complex technical projects or programs within an organization. They coordinate cross-functional teams, set project goals, manage timelines and budgets, and ensure that technical solutions align with business objectives. Their role often involves risk management, stakeholder communication, and problem-solving to keep projects on track. Unlike traditional project managers, they typically possess strong technical backgrounds and work closely with engineering, IT, or development teams. Their expertise helps bridge the gap between technical teams and business stakeholders, ensuring project success.

How does a technical project program manager typically collaborate with cross-functional teams during a project lifecycle?

Technical Project Program Managers often act as a bridge between engineering, product, design, and business teams. They facilitate communication by organizing regular sync meetings, tracking progress, and clarifying project requirements. This ensures that all stakeholders are aligned on goals, timelines, and deliverables. Successful collaboration relies on strong interpersonal skills and the ability to translate technical details for non-technical teams while managing dependencies and addressing potential roadblocks promptly.

What are the key skills and qualifications needed to thrive as a technical project program manager, and why are they important?

To thrive as a Technical Project Program Manager, you need strong project management skills, technical acumen, and experience with methodologies like Agile or Waterfall, often supported by a relevant degree and certifications such as PMP or Scrum Master. Familiarity with project management tools (e.g., Jira, Asana, MS Project) and enterprise systems is typically required. Exceptional leadership, communication, and stakeholder management skills help navigate cross-functional teams and complex projects. These competencies are crucial for delivering projects on time, aligning technical solutions with business goals, and driving organizational success.

At Kyyba, the overall well-being of our employees and their families is important to us. We empower our employees with the resources, incentives, and flexibility that they need to support a healthy, balanced, and fulfilling career by providing many valuable benefits and a balanced compensation structure combined with career development.

Job Description:

Job Description: Success as an Engineering Program Manager (EPM) requires someone who brings structure to ambiguity and drives delivery clarity across teams. You thrive in a fast-paced environment, build strong partnerships with engineering and program leaders, and ensure work is prioritized and executed with discipline. You are comfortable operating at both the strategic and tactical levels: shaping what should be worked on, aligning cross-functional stakeholders, and ensuring delivery plans, risks, and dependencies are visible and actively managed. You communicate crisplyโ€”writing clear leadership updates and facilitating alignment when tradeoffs are required.

Key Responsibilities: - Help drive the โ€œsystem of deliveryโ€ and ensure the domainโ€™s work is focused on the most important outcomes, aligned to VC&M strategy, and planned/governed consistently.

ยท        Establish the structures and mechanisms that enable predictable delivery (backlog structure, planning artifacts, governance cadence, reporting hygiene).

ยท        Challenge and de-prioritize work that does not support the strategy or agreed priorities (in partnership with Technical Program Manager (TPM), Product, and VC&M leadership).

ยท        Co-own the domain backlog structure, PI planning, and the domain delivery plan (scope, milestones, dependencies), within the strategic frame set by TPMs and leadership.

ยท        Prioritize within the domain, with Engineering Manager input, to ensure capacity is focused on the highest-value work.

ยท        Drive clarity for cross-team sequencing and integration planning so commitments are realistic andwell-understood.

ยท        Maintain accurate internal risk and dependency registers; actively drive resolution, mitigation plans, and escalation paths.

ยท        Keep Atlassian artifacts and dashboards up to date so domain and program status is trustworthy and comparable across VC&M.

ยท        Provide clear, timely communications to stakeholders on progress, risks, and changes. Ensure work has a clear acceptance criteria and a defined value/outcome.

ยท        At completion, validate with Engineering and TPMs whether acceptance criteria were met and whether the intended value was delivered.

ยท        Participate and provide key inputs to the cross-functional work intake discovery process; cascade with context to all impacted functions within your domain.

ยท        Apply and help evolve common VC&M standards for discovery, planning, and delivery.

ยท        Ensure the domain โ€œplugs intoโ€ the broader VC&M operating model using shared templates and cadences. How youโ€™ll do it - Build strong partnerships across engineering, program, product, design, systems, testing, operations, safety/regulatory, release, and quality.

ยท        Drive alignment through clear tradeoffs, documented decisions, and transparent plans. - Use data and delivery signals (risks, dependencies, throughput/health indicators) to inform priorities and leadership actions.

Skills Required: Project Management, Project Planning, Program Management, Jira, Conflict Management, Agile Software Development, Technical Communication

ยท        Technical Communication โ€“ Translating a complex platform migration plan (e.g., EKS to Google Cloud Platform) into a one-page executive summary that highlights timeline, risks, and decisions neededโ€”without requiring the audience to understand the underlying infrastructure.

ยท        Conflict Management โ€“ Mediating a priority disagreement between product and engineering by facilitating a data-driven tradeoff discussion, resulting in a mutually agreed split between new feature work and tech-debt reduction.

ยท        Project Management โ€“ Identifying a critical-path dependency between three teams mid-PI, escalating it with a clear impact assessment, and coordinating a re-sequencing plan that kept the overall launch date intact.

ยท        Program Management โ€“ Orchestrating end-to-end PI planning across multiple teams: running capacity analysis, facilitating the planning event, negotiating cross-team dependencies, and publishing a committed plan with tiered objectives.

ยท        Project Planning โ€“ Building an integrated delivery timeline for a feature spanning multiple teams/areasโ€”identifying the critical path, buffering handoff points, and aligning each team''s sprint cadence to avoid idle time between dependent deliverables..

ยท        Jira โ€“ Enforcing backlog hygiene across multiple teams by ensuring every epic has acceptance criteria, a target PI, an assigned owner, and properly linked storiesโ€”then using advanced JQL queries and automation rules to flag stale issues, catch unlinked work items, and prevent status transitions without required fields, so dashboards stay trustworthy and leadership reporting never requires manual cleanup.

ยท        Agile Software Development โ€“ Tracking predictability metrics (say/do ratio, carry-over percentage, capacity allocations) across PIs and using retrospective data to make concrete planning adjustments that measurably improve commitment accuracy.

Experience Required: 4 years in IT; 1 years in Program Mgmt., Expert in Project Manager

Education Required: Bachelor''s Degree / Master''s Degree -Preferred
