We are seeking a highly organized and experienced Technical Project Manager to lead the successful delivery of strategic initiatives. This role will be responsible for managing the full project lifecycle across key projects, ensuring alignment with business objectives, and delivering high-quality results on time and within budget. In addition to core project management duties, the role will also require the application of Agile principles and practices, fostering a collaborative and high-performing team environment. The Technical Project Manager will act as a champion for high-quality, on-time delivery, guiding teams in adopting best practices and continuously improving their processes.
Responsibilities
  • Project Management & Execution:
    • Lead and manage multiple concurrent IT initiatives supporting DARPA research efforts, including engineering projects, cybersecurity initiatives, infrastructure modernization, and enterprise technology deployments. Coordinate solution delivery across ITD and external organizations as required.
    • Develop and maintain a strong working knowledge of ITD services, enterprise technologies, infrastructure capabilities, software lifecycle processes, and cybersecurity requirements.
    • Lead planning sessions to include coordinating the project delivery plans, gaining sign-off from relevant stakeholders, and inputting relevant data into the Project Management Tool.
    • Develop and maintain project plans, including kick-off events, roadmaps, risk registries, and budgets, utilizing Agile principles where appropriate.
    • Maintain Jira as the project management tool, ensuring data accuracy and consistency for all project activity.
    • Create and maintain detailed project roadmaps in Jira to include sequencing, milestone delivery, and tracking resource allocation.
    • Identify and mitigate project risks and issues, proactively communicating potential challenges to stakeholders.
    • Complete the Weekly Activity Report (WAR) Submission every week. Track project progress against defined metrics and provide regular status updates to stakeholders, including senior management.
    • Define resource capacity for each quarter and manage project resources effectively, ensuring teams have the necessary support to achieve their goals.
    • Facilitate communication and collaboration among project teams and stakeholders.
    • Ensure project deliverables meet acceptance criteria and quality standards. Gain Section Chief approval of all completed deliverables.
  • Stakeholder Management:
    • Collaborate with stakeholders at all levels of the organization to understand business needs and priorities.
    • Communicate project status, risks, and opportunities effectively to stakeholders.
    • Facilitate alignment between teams and stakeholders, ensuring everyone is working towards common goals.
    • Build strong relationships with stakeholders to foster trust and collaboration.
  • Process Improvement:
    • Identify and implement process improvements to enhance efficiency and effectiveness across projects.
    • Stay up-to-date on industry best practices and emerging trends in project management and Agile.
  • Team Enablement:
    • Promote a collaborative and transparent team environment, encouraging open communication and constructive feedback.
    • Identify and address team impediments, fostering a problem-solving culture.
    • Contribute to the continuous improvement of project management and Agile practices within the organization.
  • Other duties as assigned

Qualifications
  • Bachelor's degree in Cybersecurity, Information Technology, Computer Science, or related field
  • 5+ years of experience supporting large federal or DoD programs.
  • Active DoD Top Secret
  • Successfully pass background and drug screening

Knowledge, Skills and Abilities:
  • Proven experience leading and managing multiple projects simultaneously.
  • Strong understanding of project management principles, methodologies, and tools.
  • Experience with Agile frameworks (Scrum, Kanban, etc.) and principles.
  • Excellent communication, facilitation, and interpersonal skills.
  • Proven ability to build and maintain strong relationships with stakeholders.
  • Strong problem-solving and analytical skills.
  • Proficiency in the Jira project management tool.
  • Certifications such as PMP, Scrum Master (CSM), Professional Scrum Master (PSM), or Agile Certified Practitioner (PMI-ACP) are preferred.
