Project Manager
Position Description:
Network Runners is seeking a part-time Project Manager to support the Transportation Security Administration (TSA), Mission Support, Facilities and Administration, Real Estate Management Division (REMD). The Project Manager will lead and coordinate strategic planning, administrative support, operational coordination, communications, performance reporting, and process improvement activities that support TSA real estate programs and portfolio operations.
Duties and Responsibilities:
  • Provide day-to-day project leadership and oversight for the TSA REMD administrative services effort, ensuring assigned tasks, deliverables, schedules, and performance requirements are completed accurately and on time.
  • Develop, maintain, and execute the Project Management Plan, including project schedules, action-item tracking, risk management, quality control, stakeholder coordination, and transition planning.
  • Provide strategic advice and expertise to REMD leadership regarding planning, budgeting, administrative management, process improvement, change enablement, and Federal operations.
  • Coordinate cross-functional activities across REMD branches and related TSA organizations to support space buildouts, tenant renovations, personnel relocations, leasing activities, and real property portfolio operations.
  • Lead planning and coordination sessions, facilitate issue resolution, develop options and recommendations, and ensure resulting tasks and actions are tracked through completion.
  • Develop and review executive-level briefings, talking points, testimony, correspondence, status reports, dashboards, fact sheets, presentations, and internal communications for REMD leadership and stakeholders.
  • Design and maintain the REMD Risk Register, facilitate risk identification sessions with subject matter experts, assess program risks, and recommend mitigation strategies.
  • Support responses to inquiries from oversight organizations and stakeholders, including DHS, OMB, Congress, GSA, airlines, airports, facility lessors, and other TSA organizations.
  • Develop functional performance metrics and objectives for real estate programs and track progress against strategic goals, milestones, risks, issues, and decisions.
  • Oversee development and maintenance of standard operating procedures, communications plans, process improvement plans, project review recommendations, and real property reporting products.
  • Prepare and submit required progress reports, status briefings, meeting materials, and other deliverables in Microsoft Office-compatible formats.
  • Coordinate with the Contracting Officer, Contracting Officer's Representative, REMD Director, Deputy Director, branch managers, and other designated stakeholders.
  • Ensure all work products meet TSA quality, schedule, security, accessibility, and records-management requirements, including applicable Section 508 requirements.
  • Support phase-out and knowledge-transfer activities and prepare the Phase-Out Transition Plan as required.
Minimum Education / Experience / Requirements:
  • Bachelor's degree from an accredited university recognized by the U.S. Department of Education, or a minimum of ten (10) years of experience in commercial or Government administration and executive-level program management.
  • Experience in planning, budgeting, and administrative management across the full lifecycle of strategic operational and logistical planning, budgeting, procurement strategy and implementation, stakeholder communications, project execution, and closeout.
  • Demonstrated experience providing advice and expertise in strategic planning, process improvement methods, change enablement, change management, and Federal operations.
  • Strong experience coordinating complex projects and cross-functional stakeholders in a Federal or similarly regulated environment.
  • Excellent written and verbal communication skills, including the ability to prepare executive-level reports, briefings, presentations, correspondence, and recommendations.
  • Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, and Teams.
  • Ability to obtain and maintain a favorable TSA fitness determination and complete all required background investigation, security, privacy, SSI, OPSEC, and mandatory training requirements.
  • Ability to obtain and maintain any required Personal Identity Verification (PIV) card and access to TSA facilities, networks, information systems, and Controlled Unclassified Information.
  • Ability to sign and comply with required non-disclosure and computer access agreements.
Preferred Qualifications:
  • Experience with Federal real property portfolio management, facilities administration, leasing, construction coordination, or related real estate programs.
  • Experience supporting DHS or TSA programs and working with senior Federal executives and oversight organizations.
