General Statement of Job
The Career and Technical Education (CTE) Project Manager serves as the Project Lead for South Texas College's Carl D. Perkins Basic Grant, providing leadership for the planning, implementation, coordination, and continuous improvement of grant-funded CTE initiatives. The position leads the development of the annual Perkins Basic Grant application, facilitates the Comprehensive Local Needs Assessment (CLNA), oversees programmatic reporting, and serves as the College's primary liaison with the Texas Higher Education Coordinating Board (THECB). Working collaboratively across all College divisions, the CTE Project Manager advances strategic CTE priorities, ensures compliance with federal and state grant requirements, supports special populations, and promotes student success.
Specific Duties and Responsibilities
Essential Functions:
  • Serves as the primary point of contact/Principal Investigator (Project Lead) for the Perkins Basic Grant for South Texas College with the Texas Higher Education Coordinating Board, managing grant implementation and institutional collaboration.
  • Partners with appropriate staff and support with the development, submission, management, amendment, and closeout of the annual Perkins Basic Grant application, ensuring alignment with federal and state requirements and institutional priorities.
  • Manages the Comprehensive Local Needs Assessment (CLNA) and facilitates data-informed planning to identify priorities, strengthen CTE programs, support special populations, and advance continuous improvement and for College Administration consideration within continuous improvement planning and strategic planning.
  • Oversees the programmatic implementation of Perkins-funded activities by monitoring project timelines, deliverables, performance measures, and compliance with Perkins legislation, funding agency requirements, and College policies.
  • Provides fiscal stewardship by collaborating with designated financial personnel to monitor grant budgets, expenditures, amendments, procurement activities, inventory, and effort reporting for compliance with applicable grant requirements.
  • Collaborates with Perkins Liaisons, CTE administrators, faculty, and cross-functional College departments to support grant implementation, strategic planning, and institutional Career and Technical Education initiatives.
  • Develops, maintains, and disseminates grant guidance, procedures, training materials, and technical resources that promote consistent implementation and effective grant management across the College.
  • Provides technical assistance and training to College personnel regarding Perkins requirements, allowable activities, reporting expectations, procurement, special populations, and other grant compliance responsibilities.
  • Maintains complete and accurate grant records, documentation, and electronic filing systems to support compliance, monitoring, audits, and institutional record retention requirements.
  • Coordinates the collection, analysis, and reporting of programmatic and performance data to support required federal and state reports, grant evaluations, audits, and institutional decision-making.
  • Identifies opportunities to improve grant processes, operational efficiencies, cross-functional collaboration, and organizational capacity while supporting institutional sustainability and continuous improvement.
  • Guides designated Perkins liaisons across the College, Fellows and department staff to complete the Carl D. Perkins application in accordance with guidelines from the Texas Higher Education Coordinating Board.
  • Builds and maintains collaborative relationships with internal and external stakeholders to strengthen CTE pathways, workforce partnerships, and initiatives that improve student success and workforce outcomes.
  • Performs other duties as assigned.

Required Education and Experience
  • Bachelor's degree required; Master's degree preferred.
  • At least three (3) years of grant, project, contract and/or project management, grant management, contract management, records or office management experience required.
  • At least three (3) years of experience in higher education, preferred.
  • Experience working with a career and technical education grant, preferred.

Required Knowledge, Skills and Abilities
  • Excellent oral, written, and interpersonal communication skills.
  • Strong computer skills with knowledge of Microsoft Office including, but not limited to, Word, Excel, Access, PowerPoint, and Outlook, the Windows environment, internet research skills and learning management systems.
  • Demonstrated knowledge of report writing and technical requirement analysis, business process modeling/mapping, methodology development, and data modeling.
  • Knowledge in importing data for use in report software, spreadsheets, graphs, and flowcharts; extensive experience with core software applications.
  • Knowledge in educational methods, pedagogy and/or andragogy, and in instructional delivery.
  • Ability to exercise independent judgment and make recommendations and/or act upon findings.
  • Excellent analytical, mathematical, and creative problem-solving skills.
  • Ability to prioritize, organize, and complete multiple tasks with attention to detail, within stated deadlines.
  • Ability to adapt to constant change and periods of fast-paced, high-intensity work situations.
  • Ability to work evenings and/or weekends as needed; wiling to travel throughout the college district using own means of reliable transportation.
  • Demonstrated commitment to achieving the vision and mission of South Texas College.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to speak effectively before groups of students, parents, customers or employees of organization.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
