Position Overview
EOHHS, MassHealth, and the Office of Long-Term Services and Support (OLTSS) are seeking an experienced Technical Project Manager (TPM) to lead the Health Safety Net (HSN) AWS Migration Program. This individual will provide leadership across business, vendor, and technical teams to ensure successful planning, execution, governance, and delivery of a large-scale cloud migration initiative.
The TPM will be responsible for managing all phases of the migration lifecycle, including discovery, design, build, testing, migration, training, deployment, and operational transition while ensuring compliance with EOHHS, MassHealth, and EOTSS governance, security, quality assurance, and change management standards.
Key Responsibilities
Project & Program Leadership
  • Lead the HSN AWS Migration Program from initiation through deployment and stabilization.
  • Develop and manage integrated project plans, roadmaps, timelines, work breakdown structures, milestones, and deliverables.
  • Coordinate activities across technical teams, business stakeholders, vendors, and shared service organizations.
  • Ensure successful delivery of project objectives, scope, schedule, quality, and budget targets.
AWS Migration Management
  • Oversee all AWS migration activities, including: 
    • Discovery
    • Application Assessment
    • Design
    • Build
    • Migration
    • Testing
    • Deployment
    • Operational Readiness
  • Coordinate cloud migration activities across infrastructure, development, security, and operations teams.
  • Manage dependencies and risks associated with cloud transformation initiatives.
Governance, Risk & Compliance
  • Ensure adherence to EOHHS, MassHealth, EOTSS, Security, QA, Release Management, and Change Management standards.
  • Establish and maintain risk management, issue management, and escalation processes.
  • Monitor project governance activities and support executive decision-making.
  • Ensure compliance with audit, documentation, security, and operational requirements.
Stakeholder & Vendor Management
  • Serve as the primary point of coordination between: 
    • MassHealth Leadership
    • HSN Leadership
    • EOTSS Shared Services Teams
    • Vendors
    • Technical Teams
    • Business Stakeholders
  • Facilitate governance meetings, status meetings, risk reviews, and executive briefings.
  • Manage vendor activities, deliverables, timelines, and performance.
Resource, Budget & Contract Management
  • Define and manage project resource requirements.
  • Monitor project budgets, expenditures, forecasts, vendor invoices, and contracts.
  • Ensure staffing needs are met and properly aligned with project milestones.
  • Support procurement activities, change orders, and project amendments.
Testing & Deployment Oversight
  • Coordinate: 
    • Functional Testing
    • Integration Testing
    • Performance Testing
    • Security Testing
    • User Acceptance Testing (UAT)
  • Support system training, pilot activities, go-live readiness, deployment planning, and post-production support.
  • Monitor implementation activities and ensure successful transition to operations.

  • Ensure proper version control and repository management.

Required Qualifications

  • Strong project management experience across the Software Development Life Cycle (SDLC).
  • Experience leading large-scale cloud migration or modernization initiatives.
  • AWS experience, AWS migration experience, or similar cloud platform experience (Azure preferred).
  • Experience managing cross-functional technical and business teams.
