This Sr. Manager own end-to-end delivery of cloud-based technical initiatives, including implementing large-scale solutions within an Azure and Snowflake technology stack. They will lead and manage large, complex technical development programs across multiple workstreams. They will be accountable for delivery quality, ensuring technical solutions meet defined requirements, performance standards, and business objectives.
Additionally, they will own end-to-end program governance, ensuring alignment across delivery plans, financial outcomes, and quality standards in complex, multi-workstream initiative. We are looking for a senior, energetic technical delivery leader who can run a large Medicaid data platform end-to-end, balancing modernization, DDI, and production operations. This person is hands-on enough to engage with architects and engineers, senior enough to manage contract and financial outcomes, and steady enough to be a trusted partner to state leadership.
You'll enjoy the flexibility to work remotely * from anywhere within the U.S. as you take on some tough challenges. For all hires in the Minneapolis or Washington, D.C. area, you will be required to work in the office a minimum of four days per week.
Primary Responsibilities:
  • Own delivery across both active modernization initiatives and ongoing production operations, including incident management, production stability, defect remediation, release coordination, and continuous improvement
  • Demonstrated ability to engage deeply with technical architecture, data flows, and delivery plans, challenge assumptions, and proactively remove delivery impediments
  • Act as a day-to-day delivery partner for state and client leadership, balancing delivery rigor with transparency, responsiveness, and trust
  • Design Development and Implementation (DDI) delivery, large-scale data platform implementations, and operations support with solid business acumen
  • Implement product or project in Cloud (using Azure, ADF, Snowflake, PowerBI - tech stack) with solid technical delivery and quality
  • Demonstrate exceptional execution discipline across project and program management dimensions, including:
    • Schedule, scope, cost, and quality control
    • Risk and issue management
    • Change management
    • Executive-level communication and stakeholder alignment
  • Program management and commercial/financial acumen, including experience with:
    • Cost and revenue forecasting
    • Invoicing and financial reconciliation
    • Vendor management, Statements of Work (SoWs)
    • Contract amendments, renewals, and proposals
    • Coordinate delivery across product, engineering, operations, security, and support teams
    • Contractual and compliance alignment for regulated environments
  • Solid leadership presence with the ability to:
    • Manage resources with direct reports and indirect reports
    • Operate efficiently in a matrix organization
    • Thought leadership and challenging the status quo to deliver business value

Required Qualifications:
  • 5+ years of experience leading large, complex technical delivery project/ programs, managing 10-15+ cross-functional resources (ETL, Data Engineering, BI, QA, DBAs, Architecture, Security, App Admins, DevOps) across distributed teams
  • 5+ years of Enterprise Data Warehousing (EDW) and Business Intelligence (BI) program/project management experience, supporting ETL/ELT pipeline, data modeling, data governance, analytics, and reporting solutions in regulated environments (such as Medicaid / public sector preferred)
  • 3+ years of senior-level customer engagement and relationship management, acting as a trusted delivery partner with executive stakeholders and state/client leadership
  • 3+ years of program or contract management responsibility for initiatives valued at $5M+ annually, including financial oversight, forecasting, invoicing, margin awareness, scope control, meeting contractual requirements, and SLAs
  • 2+ years of professional experience delivering cloud-based data and analytics platforms, with demonstrated expertise in Azure, Snowflake, Azure Data Factory (ADF), and modern BI platforms such as Power BI or Tableau
  • Proven experience delivering enterprise-scale cloud migration initiatives, including modernization from on-prem EDW platforms to Azure Cloud, with hands-on delivery exposure to Data, ETL, and BI tools such as Informatica PowerCenter, Databricks, Azure Data Factory (ADF), Teradata, Snowflake, and Business Objects, Power BI, Tableau BI Query, SAS, and programming languages such as Python
  • Solid ownership of end-to-end delivery quality for large, complex data and analytics programs, including governance, design reviews, testing strategy, release management, and production stabilization
  • Solid Agile delivery experience, including Scrum and hybrid Agile/Waterfall models, with demonstrated success driving iterative, incremental delivery using standard Agile tools and ceremonies
  • Demonstrated experience with Design Development and Implementation (DDI) or large-scale data platform implementations, including integration with upstream/downstream systems, project governance, and supporting maintenance and operations (M&O) teams

Preferred Qualifications:
  • CBIP, PMP, PgMP, SAFe, Agile certifications or equivalent certifications
  • Experience supporting SOC2 audits, Disaster Recovery solution/annual drills, security audits, or compliance-driven programs
  • Public sector, Medicaid, or healthcare data experience
  • AI skills and integrating AI solution as part of the delivery

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). The salary for this role will range from $112,700 to $193,200 annually based on full-time employment. We comply with all minimum wage laws as applicable.
