JOB FUNCTION:
Works under the direction of the Manager, EPP as the onsite Subject Matter Expert for emergency management and incident response. Leads IMT efforts as the on-site Incident Advisor. Manages the development, planning, and execution of the Company's Emergency Planning and Preparedness (EPP) policies and plans, including the Electrical Service Restoration Plan (ESRP) and Emergency Action Plans for their assigned location ensuring alignment across the Company. Drives collaborative team efforts to assess and address risks of the Company's emergency management plans. Drives work prioritzation efforts and manages assigned work plan and implementation across all areas.
ESSENTIAL FUNCTIONS:
  • Manages the functions and activities of the EPP programs and IMT working group across the company ensuring all programs are maintained, metrics developed and recorded and reported as necessary.
  • Identifies and implements best practices and procedures for program maintenance; develops justification for projects supporting department programs including program budget planning & forecasting requirements. Supports real-world emergencies, serves as Incident Advisor to lead and support the Incident Management Teams.
  • Develops short term goals for department and manages the respective projects and processes in support of both short and long-term Company goals. Sets priorities, drives process improvement, and develops strategies and implementation plans to strengthen the organization's emergency response infrastructure and program. Leads collaboration effort with internal stakeholders to ensure alignment across the Company. Resolves challenging and complex issues and escalates when necessary.
  • Drives the Company's incident management response capabilities through a comprehensive training program that is enhanced with planning, drills, and exercises, incorporating industry best practices and lessons learned.
  • Delivers National Incident Management (NIMS) training as it relates to ESRP. Achieves measurable results in the training to response team members, and field and support staff as required.
  • Directs and coordinates with all sections to develop and schedule tabletops exercises and drills. Serves as point of contact for various internal and external stakeholders who are participating in the exercises and drills. Ensures post-training follow up actions and tasks are completed and implemented.
  • Manages the Learning Management System (LMS) and Enable Now in collaboration with Company stakeholders to optimize the learning experience, set up and assign courses, and maintaining and tracking training records.
  • Initiates and maintains liaisons with government agencies and emergency management stakeholders at the local, state, and Federal level, including electrical utility industry professionals, to facilitate emergency response plan development, coordination and execution.
  • Represents the Company on various Federal, State, County, community, and business emergency response committees. Stays current on government emergency response programs and policies.
  • Identifies inconsistencies in Company EPP processes and procedures when compared to government agency policies. Attends training programs to ensure Company is compliant with NIMS IMT standards. Creates and provides educational presentations to communities on emergency preparedness and distributes information regarding emergency preparedness and response procedures. Monitors changes in federal, state, and local laws and requirements related to emergency preparedness. Evaluates and proposes recommendations, and implementation of policy and program changes to respond to changing requirements. Works with internal and external stakeholders to achieve organizational goals.
  • Represents Hawaiian Electric at regional and National conferences / workshops, such as the Western Region Mutual Assistance Group conferences, Transmission & Distribution, Meter, & Mutual Assistance conferences, and other emergency management events.
  • Creates, maintains, and updates the EPP SharePoint sites as needed; oversees invoice approvals and tracking to budgeted line items. Develops and maintains budget. Develops and manages rate case communications and maintains datasets for PBR Reporting.
  • Provides general administrative duties in support of the EPP Department and performs other incidental duties as required and assigned. Subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station and may include duties other than those specified in the official position description.
  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

BASIC QUALIFICATIONS:
Knowledge Requirements
  • A bachelor's degree or a professional certification in emergency or disaster management, emergency preparedness, planning, homeland security, or a closely related field is preferred.
  • Demonstrated experience leading cross functional teams in building consensus.
  • Demonstrated experience in developing initiatives that introduce cross organizational change.
  • Demonstrated experience analyzing difficult issues involving the substantive nature of emergency management programs.
  • Demonstrated experience of project and program management principles, project/program management training and/or equivalent experience.
  • Demonstrated effective resource and project planning experience, decision making and results delivery.
  • Experience leading complex projects with multiple partners.
  • Knowledge of processes, concepts, and framework related to emergency management (National Incident Management System - NIMS).
  • Demonstrated experience and knowledge of general principles and practices of emergency management, emergency action plans.
  • Knowledge of, or willing to learn, SafeStart principles and best practices to achieve a safe workplace environment.
  • Must have or be able to obtain the Homeland Security Exercise and Evaluation Program (HSEEP) Certification within 6 months.
