Technical Program Manager Scrum Master information

What is a technical program manager scrum master?

Technical Program Manager Scrum Masters are professionals who combine the responsibilities of overseeing large, technical projects (as a Technical Program Manager) with facilitating agile Scrum processes (as a Scrum Master). They coordinate cross-functional teams, remove obstacles, and ensure projects are delivered on time while also promoting agile best practices. Their role involves both technical understanding and strong leadership skills to guide teams through complex software or hardware development cycles.

How does a technical program manager scrum master typically balance facilitating Agile ceremonies with managing cross-team dependencies?

A Technical Program Manager Scrum Master often juggles both guiding Agile teams through ceremonies like stand-ups, sprint planning, and retrospectives, while also identifying and managing dependencies across multiple teams or departments. This dual focus requires strong communication skills to keep stakeholders aligned and proactive risk management to prevent bottlenecks. Effective individuals in this role prioritize transparency, use tools to track progress, and foster collaboration between engineering, product, and QA teams. Balancing these responsibilities helps ensure timely delivery and continuous process improvement.

What are the key skills and qualifications needed to thrive as a technical program manager scrum master, and why are they important?

To thrive as a Technical Program Manager Scrum Master, you need a deep understanding of Agile methodologies, program management, and technical project delivery, often supported by certifications like CSM, PMP, or SAFe. Proficiency with project management tools such as Jira, Confluence, and collaboration platforms is typically required. Exceptional communication, leadership, and facilitation skills help align cross-functional teams and resolve conflicts effectively. These skills and qualifications are critical for ensuring projects are delivered on time, within scope, and aligned with business objectives in dynamic technical environments.

What is the difference between Technical Program Manager Scrum Master vs Product Owner?

Job description

Technical Scrum Master

Location: Hybrid in Hartford, CT

Citizenship: GC/USC

Preferred

Duration: ASAP Start (6+ month contract + extensions)

We are seeking highly technical Scrum Masters with a strong background in software engineering and Google Cloud Platform (GCP) for a dynamic onsite role in Hartford, CT.

Former software developer with strong Agile/Scrum mastery, hands-on experience in GCP initiatives, proficiency in Python/Java/Node.js, ability to engage in deep technical discussions, and strong facilitation and communication skills.

NOTE: This is not a "by-the-book" Agile coach role - we're looking for hands-on technologists who have transitioned into Scrum Master roles and can challenge teams technically, sniff out fluff, and drive delivery on complex technical projects.

What You'll Do:

  • Serve as a Technical Scrum Master on GCP-related initiatives, facilitating daily standups, sprint planning, reviews, and retrospectives.
  • Partner closely with engineering teams, architects, and product owners to drive technical execution across cloud-native solutions.
  • Dig deep into technical conversations - not just manage process, but understand the work (code, architecture, pipelines, environments).
  • Project Delivery:
  • We expect you to know when devs are bluffing or blocked, and help remove roadblocks effectively.
  • Maintain velocity without compromising technical quality or team morale.
  • Use your coding background to empathize with devs and bridge gaps between business and tech.

Must-Have:

  • Strong technical background - former developer (Python preferred, but Java, Node.js, etc. also acceptable). Prior experience in hands-on software development before moving into Agile/Scrum roles.
  • Experience managing Agile projects with cloud platforms, preferably Google Cloud Platform (GCP).
  • Demonstrated ability to engage in code-level or architecture-level conversations.
  • Excellent communication, team facilitation, and conflict resolution skills.

Nice to Have:

  • Exposure to infrastructure as code, DevOps pipelines, or data engineering.
  • Prior experience working with enterprise GCP migrations or architecture modernization.
  • Certifications (Scrum, GCP) are not required - your experience and technical acumen matter more.
