Technical Program Manager Scrum Master information

How does a Technical Program Manager Scrum Master typically balance facilitating Agile ceremonies with managing cross-team dependencies?

A Technical Program Manager Scrum Master often juggles both guiding Agile teams through ceremonies like stand-ups, sprint planning, and retrospectives, while also identifying and managing dependencies across multiple teams or departments. This dual focus requires strong communication skills to keep stakeholders aligned and proactive risk management to prevent bottlenecks. Effective individuals in this role prioritize transparency, use tools to track progress, and foster collaboration between engineering, product, and QA teams. Balancing these responsibilities helps ensure timely delivery and continuous process improvement.

Is TPM a good career path?

A Technical Program Manager (TPM) role is considered a strong career path for those with project management, technical expertise, and leadership skills. TPMs often work in technology companies, coordinating cross-functional teams and managing complex projects, with opportunities for advancement into senior management roles. Certifications like PMP or Scrum Master can enhance career prospects in this field.

Is AI replacing Scrum Master?

AI is not replacing the role of a Scrum Master, but it can assist with tasks such as tracking progress, managing backlogs, and providing data analysis. The Scrum Master’s responsibilities for facilitating team collaboration, coaching, and removing impediments require human judgment and interpersonal skills that AI cannot replicate. Therefore, AI tools are seen as complementary rather than replacements in Agile environments.

What are the key skills and qualifications needed to thrive as a Technical Program Manager Scrum Master, and why are they important?

To thrive as a Technical Program Manager Scrum Master, you need a deep understanding of Agile methodologies, program management, and technical project delivery, often supported by certifications like CSM, PMP, or SAFe. Proficiency with project management tools such as Jira, Confluence, and collaboration platforms is typically required. Exceptional communication, leadership, and facilitation skills help align cross-functional teams and resolve conflicts effectively. These skills and qualifications are critical for ensuring projects are delivered on time, within scope, and aligned with business objectives in dynamic technical environments.

What is the difference between a Scrum Master and a technical project manager?

A Scrum Master is a role within Agile teams responsible for facilitating Scrum processes, removing impediments, and coaching team members on Agile practices. A technical project manager oversees project planning, scope, timelines, and resources, often using traditional project management tools, and may coordinate multiple teams or projects. While both roles require strong communication and organizational skills, the Scrum Master focuses on team agility and process, whereas the technical project manager emphasizes project delivery and stakeholder management.

What is the 3 5 3 rule in scrum?

The 3-5-3 rule in Scrum refers to a guideline for daily stand-up meetings, suggesting they should last no more than 15 minutes, with each team member speaking for about 3 minutes, and the entire meeting wrapping up within 3 rounds of updates. As a Technical Program Manager Scrum Master, understanding this rule helps facilitate efficient meetings and maintain team focus on sprint goals.

Job description

Job Summary:
True Anomaly is a company focused on delivering decisive capabilities for space superiority through innovative technology. They are seeking a Technical Program Manager with a strong software development background to drive program execution and ensure the successful delivery of complex software products for defense and government customers.
Responsibilities:
• Lead the end-to-end planning, execution, and delivery of Mosaic, our software product, for defense and government customers.
• Own program execution: define delivery plans, manage scope and milestones, and drive accountability across engineering and cross-functional teams.
• Serve as the primary delivery interface with internal teams and external stakeholders, including defense primes, government PMs, and contracting authorities.
• Translate product requirements into actionable technical plans in partnership with Product, ensuring alignment with engineering architecture and mission needs.
• Participate in architectural discussions, highlighting risks, identifying gaps, and ensuring decisions support delivery timelines, security posture, and system reliability.
• Manage and resolve cross-team dependencies across software engineering, QA, security, compliance, and operations; maintain a real-time dependency map for all initiatives.
• Track program performance using execution metrics (velocity, predictability, defect trends, release readiness) and drive continuous improvement.
• Proactively identify and manage risks, tradeoffs, and blockers; escalate and recommend decisions when schedule, scope, or resources misalign.
• Ensure compliance with government standards and secure development practices (e.g., ATO, RMF, NIST 800-171, DFARS).
• Support proposal writing, contract execution, and customer briefings, including evolving requirements, baselines, and contractual milestones.
• Thrive in a high-ambiguity, fast-paced environment, creating structure, clarity, and alignment where needed.
Qualifications:
Required:
• 5+ years of experience in technical program management, software engineering, or related technical leadership roles.
• Proven track record leading execution of complex SaaS or mission-critical systems; experience with defense, aerospace, or dual-use technology strongly preferred.
• Strong technical understanding of distributed systems, cloud architectures, APIs, and secure software development practices.
• Deep familiarity with Agile/Scrum/Kanban processes and software lifecycle management.
• Exceptional communication skills across technical and non-technical partners, including government stakeholders.
• Experience with regulated or compliance-driven environments (ATO, RMF, NIST 800-53, DFARS, etc.).
• U.S. citizenship required; ability to obtain and maintain a security clearance if not already held.
Preferred:
• Experience with Jira, Confluence, and other software tracking tools
• Familiarity with secure development practices and accreditation processes (ATO, RMF, etc.)
• Background in computer science, engineering, or a related technical field
• PMP or Agile certification is a plus
Company:
True Anomaly develops space security technologies, including spacecraft, software platforms, and mission systems for orbital operations. Founded in 2022, the company is headquartered in Centennial, USA, with a team of 201-500 employees. The company is currently Growth Stage.
