Position Overview

The Technical Program Manager (TPM) is responsible for driving end-to-end delivery of complex programs and projects, ensuring alignment between business objectives, architecture, and engineering execution. This role combines program and project management, Agile leadership, and technical expertise in Cloud and AI-driven solutions to deliver high-quality, predictable outcomes.

The TPM serves as the single point of accountability for delivery, owning outcomes, mitigating risks, and ensuring successful execution across multiple teams. The role also functions as a Lead Scrum Master, coaching teams and driving Agile maturity across engagements.

Essential Functions

Program and Project Management:

• Lead and manage large-scale programs consisting of multiple projects and workstreams

• Own program roadmap, milestones, deliverables, and success metrics

• Manage full project lifecycle: initiation, planning, execution, and closure

• Define and manage scope, schedule, risks, and dependencies

• Maintain RAID logs (Risks, Assumptions, Issues, Dependencies)

• Drive execution against SOWs and delivery commitments

• Track program performance using KPIs/OKRs and ensure value realization against business objectives

• Establish and govern delivery frameworks, reporting cadence, and escalation models

• Ensure alignment across teams on timelines, deliverables, and priorities

Technical Leadership (Cloud & AI):

• Collaborate with architects and engineering teams to deliver scalable solutions

• Support adoption of AI/GenAI use cases (e.g., intelligent automation, copilots, decision systems)

• Work closely with data and platform teams on data architecture, pipelines, and governance

• Ensure alignment with modern technology practices:

o Cloud platforms (AWS, Azure, GCP)

o Microservices and API-driven architecture

o DevOps and CI/CD pipelines

• Drive and support integration and delivery of AI/ML-based capabilities, including:

o Data-driven platforms and analytics solutions

o AI-enabled automation and intelligent workflows

o Integration of AI services into enterprise applications

• Identify and mitigate technical risks, performance bottlenecks, and integration challenges with team

Agile Leadership:

• Drive cross-team Agile coordination and dependency management (Scrum of Scrums / ART level)

• Coach Scrum Masters, Product Owners, Business Analysts, and teams on Agile principles and frameworks

• Facilitate Agile Events:

o Sprint Planning, Stand-ups, Reviews, Retrospectives

o PI Planning and Release Planning

o Estimation sessions

• Remove impediments and escalate issues as appropriate

• Drive alignment across teams on PI objectives, dependencies, and delivery commitments

• Foster self-organizing teams and strong Agile culture

• Enable backlog management and prioritization discipline

• Ensure transparency through dashboards, metrics, and reporting

Stakeholder & Governance Management:

• Act as the primary interface for stakeholders and leadership

• Provide regular updates on program and project status, risks, and outcomes

• Establish governance frameworks, reporting cadence, and communication plans

• Align business priorities with delivery execution

Team Leadership:

• Provide leadership and mentorship to Scrum Masters, Project Managers, and engineering teams

• Foster collaboration, accountability, and high-performing teams

• Support hiring, onboarding, and capability development

• Promote continuous learning culture around Agile, Cloud, and AI

Required Education and/or Experience

• 10 or more years of experience in IT delivery, program management, or technical project management

• 5 or more years of experience in one or more roles:

o Technical Program Manager / Agile Program Manager / Lead Scrum Master

• Experience managing complex, multi-team programs and projects

• Strong knowledge of:

o Agile frameworks (Scrum, SAFe, Kanban, XP)

o Program and Project Management best practices

o Cloud computing platforms (AWS, Azure, GCP)

o AI/ML concepts and enterprise adoption use cases

• Proficient in Jira, Azure DevOps, or similar tools

• Experience working in distributed, multi-stream environments

• PgMP, PMP, RTE, APM, AI/ML and cloud certification can be an asset

Requisite Abilities and/or Skills:

• Strong leadership and stakeholder management skills

Pay and Benefits

The pay range for this position is $106200.00 - $159200.00/yr.

We reserve the right to pay above or below the posted wage based on factors unrelated to sex, race, or any other protected classification.
