Position Description:
CGI Federal is seeking a Air Force Technical Program Director to lead business development and profitable growth for a branch sector supporting Air Force and broader DoD missions. Serving as a solutions architect and senior technical leader, this role shapes and delivers modernized capabilities across cloud architecture, data engineering, software development, cybersecurity, and advanced analytics.
The position owns P&L performance, pricing and margin strategy, pipeline development and conversion, and executive client engagement - translating mission needs into winning, technically differentiated solutions. This leader drives end-to-end program management (scope, schedule, risk, quality, and delivery), providing hands-on engineering oversight to ensure solutions align with DoD/DAF enterprise architectures, Zero Trust/RMF security requirements, interoperability standards, and measurable mission outcomes.
This role bridges business development, growth and strategy, engineering, and execution to sustain delivery excellence and year-over-year expansion.
This role supports a hybrid work environment with travel as needed.
This position location is flexible, but the Fairfax office is preferred.
Your future duties and responsibilities:
• Business Development & Strategic Growth
• Develop and manage a robust pipeline, partnering with BD, capture, and portfolio leadership to convert opportunities into awarded work.
• Develop opportunities for on-contract growth.
• Lead technical solutioning for proposals, whitepapers, roadmaps, and capture activities.
• Shape and evolve solution offerings aligned to DAF/DoD modernization priorities (cloud, analytics, Zero Trust, digital engineering, automation).
Program & Delivery Leadership
• Own end to end service delivery performance, ensuring contractual, technical, and mission objectives are met.
• Provide technical leadership across multiple teams (direct, matrixed, and global delivery) influencing architecture, engineering practices, solution quality, and on-contract growth.
• Lead program planning, risk management, quality assurance, and resource allocation.
• Ensure all deliverables meet schedule, quality, compliance, and mission relevance.
• Represent CGI Federal to senior government stakeholders, ensuring transparency, alignment, and trusted advisor engagement.
Technical Direction & Engineering Oversight
• Oversee and validate architecture and integration strategies across complex cloud based data ecosystems.
• Provide hands on technical oversight in data engineering, DevSecOps, API-driven interoperability, cybersecurity, and cloud solutioning.
• Facilitate technical design reviews to ensure scalability, performance, security, and compliance with DoD/DAF standards.
• Troubleshoot enterprise-scale technical issues and guide rapid resolution paths.
• Translate complex technical concepts into clear, mission relevant narratives for non-technical audiences.
Collaboration & Cross-Functional Leadership
• Coordinate across engineering, cybersecurity, data, and program leadership teams to ensure cohesive execution.
• Align delivery with enterprise governance, acquisition frameworks, and mission objectives.
• Drive adoption of best practices in Agile/SAFe, DevSecOps, cloud modernization, cybersecurity, and secure software development.
Required qualifications to be successful in this role:
Bachelor's degree in engineering, computer science, data science, or related technical field and 10 years of related experience.
• Minimum 5 years managing complex technical programs across a broad spectrum of requirements in data engineering, IT modernization, agile software development, enterprise architecture, or cybersecurity.
• 7+ years of broad experience in cloud solutioning, enterprise IT, DEVSECOPS, data platforms, and digital transformation.
• Requires a minimum of 3-7 years of Business Development (BD) or related experience
demonstrating a proven track record of identifying, qualifying, and capturing new business opportunities.
• Experience overseeing cloud-native data platforms, secure data pipelines, and enterprise data ecosystems.
• Knowledge of automation frameworks, API development, and secure integration patterns.
• Experience with analytics platforms, BI tools, predictive modeling, and ML environments.
• Excellent communication, facilitation, stakeholder engagement, and executive briefing skills.
• Active Secret clearance required with the ability to obtain a TS
Desired qualifications:
Supported Business Development and Growth efforts leading technical solutions and proposals
.Prior U.S. Air Force experience as military or civilian member or as a contractor (highly desired).
. Scrum Master experience or familiarity with Agile frameworks (Scrum, SAFe).
. Experience with Python, Spark, SQL, or similar languages used in data and cloud engineering.
. Familiarity with data governance, metadata management, enterprise data catalogs, and DoD data strategies.
. Understanding of IAM/RBAC/ABAC principles and platforms (AWS IAM, Azure AD, Okta) and compliance frameworks (NIST, FedRAMP, RMF).

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $143,500.00 - $310,700.00.
