What is a technical lead manager?

A Technical Lead Manager (TLM) is a hybrid role that combines both technical leadership and people management responsibilities. TLMs are responsible for guiding the technical direction of a team while also overseeing the professional growth and performance of its members. They often balance hands-on engineering work, such as code reviews and architectural decisions, with managerial tasks like mentoring, hiring, and conducting performance evaluations. This role is crucial in ensuring that technical projects are delivered efficiently while maintaining a positive and productive team environment.

What does a technical lead manager do?

A Technical Lead Manager (TLM) typically splits their time between guiding the technical direction of projects and managing a team’s performance and growth. This dual focus means TLMs often participate in code reviews, architectural decisions, and problem-solving sessions, while also conducting one-on-ones, setting goals, and ensuring team alignment. Effective TLMs delegate appropriately, empower team members, and create an environment where both project delivery and professional development are prioritized. Balancing these aspects requires strong time management, clear communication, and the ability to shift between technical and people-centric tasks as needed.

What skills and qualifications are needed to be a technical lead manager?

To thrive as a Technical Lead Manager, you need a robust background in software development, systems architecture, and project management, often demonstrated by a degree in computer science or related field and several years of industry experience. Familiarity with development frameworks, cloud platforms, agile methodologies, and tools like Jira, Git, and CI/CD pipelines is typically required. Strong leadership, communication, and problem-solving skills set exceptional managers apart by enabling effective team guidance and stakeholder collaboration. These skills and qualities are crucial for delivering high-quality technical solutions while fostering team productivity and growth.

What is the difference between Technical Lead Manager vs Technical Project Manager?

Job description

About the Role

RoosterRx is seeking a hands-on Technical Lead to take ownership of the technical direction, reliability, and continued evolution of our healthcare analytics platform.

This role is ideal for an experienced engineer who enjoys solving difficult problems across application architecture, data, infrastructure, and production operations. The Technical Lead will work closely with leadership, product, analytics, and engineering to translate complex business requirements into scalable, secure, and maintainable software.

This is not a purely managerial role. We are looking for someone who can lead technically while remaining close to the code and capable of diagnosing issues across the full stack.

Key Responsibilities

  • Lead technical architecture and engineering decisions across the RoosterRx platform.
  • Own complex technical problems from initial diagnosis through production resolution.
  • Design and develop backend services and APIs using Python and FastAPI.
  • Lead PostgreSQL architecture, query optimization, indexing, data modeling, and performance troubleshooting.
  • Design efficient approaches for processing large healthcare and pharmacy datasets.
  • Improve application scalability, reliability, security, and overall engineering quality.
  • Identify root causes of production issues spanning application code, databases, containers, networking, and infrastructure.
  • Design and maintain asynchronous and background-processing workflows.
  • Lead Docker-based application architecture and Linux production environments.
  • Improve CI/CD, testing, deployment, monitoring, and release-management practices.
  • Establish practical engineering standards for architecture, code quality, security, testing, and documentation.
  • Review code and technical designs and mentor engineers through challenging technical problems.
  • Work closely with business and analytical subject-matter experts to convert complex methodologies into reliable software.
  • Evaluate emerging technologies, including AI and agent-based systems, where they can meaningfully improve the product or engineering organization.

Required Qualifications

  • 5+ years of professional software engineering experience in production environments.
  • Strong hands-on experience with Python and modern backend development.
  • Strong experience with PostgreSQL, including complex SQL, indexing, schema design, and performance optimization.
  • Experience building and maintaining APIs using FastAPI or similar frameworks.
  • Strong understanding of scalable application architecture and data-intensive systems.
  • Experience with Docker and Linux-based production environments.
  • Experience with asynchronous processing, distributed workloads, or background job systems.
  • Strong understanding of authentication, authorization, application security, and least-privilege design.
  • Experience with Git-based development, code review, automated testing, and CI/CD.
  • Demonstrated ability to troubleshoot difficult production issues and develop durable solutions rather than short-term fixes.
  • Experience leading technical projects and mentoring other engineers while remaining hands-on.

Preferred Technical Stack

Experience with technologies similar to our current stack is strongly preferred:

  • Python / FastAPI / Uvicorn
  • PostgreSQL / PgBouncer
  • Polars / Pandas / DuckDB
  • Redis / TaskIQ or comparable background-processing frameworks
  • Docker / Docker Compose
  • Debian or Ubuntu Linux
  • Nginx
  • MinIO / S3-compatible storage
  • Grafana and production observability
  • GCP or comparable cloud infrastructure

Candidates do not need to have worked with every technology listed above, but should have substantial experience with a similar modern backend, data, and infrastructure stack.

What We’re Looking For

The strongest candidate will be someone who can move comfortably between levels of abstraction.

One day, the problem may involve designing a new service or data-processing architecture. The next, it may involve understanding why a PostgreSQL query suddenly regressed, diagnosing a production container issue, reviewing an engineer’s implementation, or determining the safest way to deploy a major change.

We value engineers who:

  • Approach problems systematically and get to the underlying cause.
  • Make pragmatic architectural decisions based on business needs.
  • Can simplify complex systems rather than unnecessarily adding complexity.
  • Understand the tradeoffs between performance, scalability, reliability, security, and development speed.
  • Take ownership of outcomes rather than limiting themselves to a narrow technical area.
  • Communicate clearly with both technical and nontechnical stakeholders.

Preferred Experience

  • Experience as a Technical Lead, Lead Engineer, Staff Engineer, or similar role.
  • Experience building or scaling data-intensive SaaS or analytical applications.
  • Experience working with large datasets and computationally intensive workloads.
  • Experience with healthcare, pharmacy, insurance, financial analytics, or other complex data environments is a plus.
  • Experience with production PostgreSQL performance engineering.
  • Experience introducing stronger engineering practices into a growing organization.
  • Familiarity with AI/LLM infrastructure, local model serving, or agentic systems is a plus.

Success in the Role

Success will mean improving both the platform and the engineering organization.

The Technical Lead should help RoosterRx deliver software faster and more reliably, reduce recurring production issues, strengthen architecture and security, improve database and application performance, and raise the technical capabilities of the broader team.

Above all, this person should be someone the organization can rely on when the technical problem is difficult, ambiguous, or spans multiple parts of the stack.
