Job description

Connsci is seeking a Technical Documentation Specialist to join our growing organization in support of one of our government customers. This individual will serve as the project's primary writer, author, and owner of nearly all contractual, technical, operational, governance, training, and executive deliverables and documentation. Working closely with technical, analytics, security, architecture, and program teams, this role is responsible for developing, editing, maintaining, and managing a large portfolio of concurrent written deliverables.
This position ensures that all documentation, reports, acceptance packages, supporting artifacts, and knowledge-transfer materials are accurate, complete, traceable, professionally formatted, and aligned with client requirements and acceptance criteria. The Technical Documentation Specialist serves as the focal point for documentation quality, configuration management, version control, evidence coordination, requirements traceability, and deliverable readiness, helping ensure timely client review and acceptance throughout the project lifecycle.
Success in this role requires exceptional writing, editing, organization, and time-management skills; the ability to translate complex technical concepts into clear business and operational documentation; and the discipline to independently manage a high volume of deliverables while consistently meeting demanding deadlines without compromising quality, accuracy, or completeness.
Key Responsibilities
  • Develop, edit, and maintain all contract reports, technical documents, and written deliverables with consistently high quality and within required delivery schedules/deadlines.
  • Create and prepare individual deliverable documents and document packages specified in the contract for client review and acceptance.
  • Create and maintain documentation repositories, document inventories, document version histories, and artifact tracking logs.
  • Prepare executive-level reports, management briefings, status reports, development phase completion reports, and roadmap documents.
  • Coordinate collection of evidence, test results, screenshots, logs, configuration records, and validation materials required for acceptance.
  • Maintain traceability between requirements, deliverables, supporting evidence, and acceptance artifacts.
  • Develop user guides, administrator guides, training materials, quick-reference guides, and knowledge-transfer documentation.
  • Support production of security and compliance documentation, including governance manuals, incident-response documentation, audit artifacts, authorization support materials, risk assessments, and associated frameworks.
  • Perform editorial reviews to ensure consistency, clarity, readability, and adherence to project standards.
  • Coordinate document reviews and comment resolution with direct client (System Owner), agency stakeholders, and project team members.
  • Manage document configuration control and version management throughout the project lifecycle.
  • Support project closeout activities, transition documentation, and final executive reporting.

Our Ideal Candidate Will Have
  • Demonstrated ability to translate complex technical concepts into clear, concise business and operational documentation.
  • Experience supporting document reviews, deliverable acceptance processes, and executive reporting.
  • Experience managing documentation repositories, version control, and configuration-managed document libraries.
  • Experience producing multiple complex technical, compliance, and management documents with consistently high quality on a demanding schedule

Required Qualifications
  • Bachelor's degree in Technical Communication, English, Information Systems, Computer Science, Public Administration, Business, or related field.
  • At least 5 years of experience in technical writing, documentation management, or knowledge-management in support of technology projects.
  • At least 3 years of experience producing technical documentation for government, audit, oversight, cybersecurity, analytics, cloud, or data-management programs.
  • At least 3 years of experience supporting contract deliverables, statement of work (SOW) requirements, government acceptance processes, or performance-based contracts.
  • At least 3 years of experience with Microsoft Office, SharePoint, Teams, and collaborative document-development platforms.

Preferred Qualifications
  • Experience supporting Inspector General, audit, compliance, risk-management, or oversight organizations.
  • Experience with Azure, Databricks, Power BI, data analytics, or cybersecurity documentation.
  • Familiarity with NIST frameworks, security authorization documentation, governance frameworks, and public-sector records management.
  • Experience developing training materials, operational procedures, and knowledge-transfer documentation.
