Job Title: Technical Business Analyst Job Category: Information Technology Time Type: Full time Minimum Clearance Required to Start: Secret Employee Type: Regular Percentage of Travel Required: Up to 10% Type of Travel: Local * * * The Opportunity: We are seeking an experienced Technical Business Analyst to support the implementation and continued evolution of a cloud-based Enterprise Data Platform hosted in Microsoft Azure. This individual will serve as the primary liaison between business stakeholders and technical delivery teams by translating business objectives into actionable technical requirements for Azure Cloud Engineers, DevOps Engineers, Data Engineers, Developers, and Data Analysts. The ideal candidate has experience supporting enterprise data platforms or data modernization initiatives and possesses a strong understanding of cloud technologies, data integration, and Agile software delivery.

This role requires the ability to gather and analyze technical business requirements, develop user stories and acceptance criteria, manage product backlogs, and ensure technical teams have the information necessary to successfully deliver data solutions. Responsibilities: Collaborate with business stakeholders, product owners, and technical teams to gather, analyze, document, and validate business and technical requirements. Translate business needs into actionable user stories, features, epics, acceptance criteria, and technical specifications for engineering teams.

Partner with Azure Cloud Engineers, DevOps Engineers, Data Engineers, Developers, and Data Analysts to refine requirements and support solution implementation. Support enterprise data platform initiatives, including data ingestion, integration, transformation, analytics, reporting, and governance capabilities. Facilitate requirements workshops, backlog refinement sessions, sprint planning, and technical discussions with cross-functional teams.

Manage and prioritize work items using Azure DevOps or Jira while ensuring traceability from business requirements through implementation. Develop process flows, workflow diagrams, data flow diagrams, business process documentation, and functional specifications. Analyze existing business processes and identify opportunities for automation, modernization, and improved data management.

Identify technical dependencies, risks, assumptions, and constraints across multiple initiatives. Coordinate with Quality Assurance and business stakeholders during testing, User Acceptance Testing (UAT), and production readiness activities. Support Agile delivery by tracking requirements through implementation and validating delivered functionality meets business objectives.

Prepare project documentation, executive briefings, status reports, and technical documentation as required. Qualifications: Required: Active Secret Clearance Bachelor's degree in Computer Science, Information Systems, Business, Engineering, Data Analytics, or a related technical discipline 7+ years of experience as a Technical Business Analyst, Systems Analyst, Technical Analyst, or similar role supporting enterprise IT initiatives Experience supporting enterprise data platforms, data modernization, business intelligence, analytics, or cloud-based data solutions Experience gathering and documenting complex business and technical requirements Experience translating business requirements into user stories, features, epics, and acceptance criteria for Agile delivery teams Experience managing Agile backlogs using Azure DevOps or Jira Strong understanding of Agile software development methodologies Experience working directly with technical engineering teams to deliver cloud-based solutions Understanding of Azure Data Factory, Azure Synapse Analytics, Azure Data Lake, Power BI (Azure-native), and Azure SQL Database Understanding of ETL/ELT pipeline concepts in cloud environments Understanding of cloud cost and consumption models, including compute and storage tiers and how usage translates to cost Experience supporting and implementing Cloud-Specific Data Governance Excellent written and verbal communication skills Ability to communicate effectively with both technical and nontechnical audiences Desired: Experience working with Azure services such as Azure Data Factory, Azure Synapse Analytics, Azure Storage, Azure Functions, Azure SQL, Azure Monitor, or Azure DevOps. Experience supporting enterprise reporting and analytics platforms such as Power BI.

Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
