WHO YOU ARE:

We are seeking a highly motivated Senior Technical Advisor and Program Manager who is responsible for providing direct to support to the DEAMS Material Leader on areas of technology strategy, Future Years Defense Plan (FYDP) Strategic Roadmap sustainment, integration of technology mandates with Department of the Air Force (DAF) Financial Management (FM) business priorities, technology solution architecture creation including cost and personnel level of effort estimates, and overseeing delivery of multiple, concurrent technology initiatives. He/she will advise and inform the Materiel Leader, Deputy Material Leader, and the Development, Test, Operations, Engineering, and Program Execution Integrated Product Team (IPT) leads on strategic priorities, deconflicting simultaneous activities, and provide recommendations for optimizing concurrent delivery using the Scaled Agile Framework (SAFe) Agile principles and foundational program management practices.

The Senior Program Manager role will include detailed activity and resource planning, tracking, and execution in close coordination with the appropriate IPT Lead and delivery team. They may provide recommendations for optimizing HumanIT delivery and efficiency on mission critical development, test, and production software version upgrades, hardware transformations, and cloud migration and operations initiatives. Extensive industry and government experience and creative solutioning are essential for successfully earning trust across Program Office, Functional Management Office, HumanIT-assigned resources, and other DEAMS contractor partners for the adoption of suggested solutions and delivery methods to increasingly improve the operational status and mission effectiveness of the DEAMS capabilities.

The DEAMS program is an Oracle hardware and software-based enterprise application. The successful candidate will have over ten (10) years of enterprise-level program management and delivery experience across multiple Department of War and Industry projects. DEAMS hardware is currently Oracle Supercluster hosted on-premise in Defense Information Systems Agency (DISA) Core Data Centers (CDCs). The program is modernizing this hardware in DISA. The development environments are hosted in Oracle Cloud Infrastructure (OCI). The government is evaluating strategies to move the DISA-hosted capacity to OCI, and participating in this architectural analysis is an important function of this role. The DEAMS software stack is centered around Oracle eBusiness Suite (version 12.2.10) and includes Oracle’s offerings for Identity Management, Service Oriented Architecture (SOA) Suite, Oracle reporting solutions (Oracle Business Intelligence, Golden Gate, and Oracle Analytics Services), Application Development Framework, Application Express, and others.

WHAT YOU WILL DO:
  • Directly support the DEAMS Materiel Leader and the entire DEAMS Leadership Team with current technology capabilities and opportunities to enhance delivery and operations (Senior SME)
  • Maintain the DEAMS Strategic Roadmap that integrates FMO, PMO, and government acquisition priorities (Senior SME)
  • Participate as a Solution Architect in the DEAMS Platform Architecture Team (PAT) helping to identify and prioritize technical debt, new initiatives, and downwarddirected compliance programs from the Department of War (DoW) and Department of the Air Force (DAF)
  • Contribute to the management and execution of mission critical infrastructure projects through the DEAMS Development, Test, Engineering, Execution, and Operations IPTs
  • Provide highlevel budget input for the DEAMS ML specific to the implementation of mission critical infrastructure and technical debt projects
  • Provide guidance for DEAMS Cybersecurity sustainment efforts using the National Institute for Standards and Technology (NIST) Risk Management Framework (RMF)
  • Ensure Customer Success for the HumanIT Team by participating in the leadership group, strategic opportunity development, and delivery evaluations
