Job description

Role Purpose
Lead and own the end-to-end technology, data and digital strategy for OXXO USA, ensuring operational stability, information security, financial discipline, and scalable growth, fully aligned with the Long-Range Plan (LRP) and PAM/FEMSA Retail architectural standards.
The CIO serves as a key member of the Senior Leadership Team, acting as a strategic advisor to the CEO and executive leadership, accountable for translating technology into business value, profitability, compliance and long-term competitiveness across convenience retail and fuel operations.
Key Competencies & Responsibilities
Executive Leadership & Strategy
  • Serve as a core member of the Senior Leadership Team, providing executive input on technology, data and digital initiatives.
  • Lead the development and execution of the IT and digital strategy, aligned with business priorities, operational needs (stores and fuel stations), regulatory requirements, and long-term growth objectives.
  • Advise executive leadership on emerging technology trends, risks and opportunities, including their operational, financial and strategic impact.
  • Act as a strategic business partner, elevating technology discussions from operational execution to enterprise value creation.
Technology Operations & Service Delivery
  • Provide executive oversight for the planning, implementation and operation of enterprise technology systems, including POS, ERP (SAP), fuel platform, PDI - store operations, integrations, infrastructure, cloud and data platforms.
  • Ensure the reliable, secure, and continuous delivery of IT services through performance monitoring, service management practices and vendor oversight.
  • Establish and maintain an effective IT organizational structure, staffing model, and operating framework aligned with business priorities and service delivery needs.
  • Identify, evaluate and recommend cost-effective technology investments, including sourcing strategies, vendor solutions, managed services and internal capabilities.
  • Assess and clearly communicate the benefits, risks and costs associated with technology initiatives and investments.
Information Security, Risk & Governance Oversight
  • Serve as the executive accountable for information security, data privacy and technology risk management across OXXO USA.
  • Establish and maintain governance structures, policies and oversight processes for:
    • Cybersecurity
    • Data protection and privacy
    • Vendor and third-party risk management
    • Regulatory and compliance requirements relevant to retail and fuel operations
  • Ensure alignment with applicable U.S. federal and state regulations, industry standards and corporate FEMSA policies.
  • Oversee cybersecurity incident response planning, breach management and coordination with Legal, Compliance and external partners.
  • Ensure regular technology and security risk assessments, audits and remediation activities are executed and tracked to completion.
  • While the CIO retains executive accountability for security and technology risk, operational execution may be delegated to IT leadership or external partners.
Project, Data & Vendor Management
  • Oversee governance, prioritization and execution of the IT project portfolio, including major system acquisitions, implementations and upgrades.
  • Partner with operations, finance and commercial leaders to define business and system requirements for new and enhanced solutions.
  • Review and approve hardware, software and services contracts, pursuing enterprise or master agreements to drive efficiency and cost savings.
  • Establish and oversee data governance practices to ensure data availability, integrity, usability and security.
  • Build and manage strategic relationships with technology vendors, integrators and external partners.
People Leadership
  • Lead the recruitment, development, performance management and retention of IT leaders and staff in alignment with organizational goals and budget.
  • Build a high-performing, accountable and service-oriented IT culture.
  • Develop leadership bench strength, succession plans and continuous capability improvement.
Required Profile (Non-Negotiable)
Leadership & Business
  • Proven experience as CIO or IT Director in retail, fuel, consumer or multi-site environments.
  • Strong financial acumen (P&L, ROI, CAPEX/OPEX).
  • Executive presence and ability to influence at CEO and Board level.
  • Experience operating in complex, high-visibility environments.
Technical & Industry Experience
  • Strong experience with SAP ecosystems (finance, retail).
  • Hands-on experience with PDI platforms supporting store/station ops, fuel pricing operations.
  • Solid understanding of convenience store and gas station operations, including regulatory and continuity requirements.
  • Experience managing POS, ERP, integrations, infrastructure and data platforms at scale.
Language
  • Bilingual: English and Spanish (required).
