Job description


We are seeking a dynamic and talented professional to join our Open Banking Strategic Business Unit (SBU) as the Executive Director of Contracts and Billing. This role offers the opportunity to lead the contracts and billing lifecycle of a new, rapidly growing, revenue-generating business, working closely with leadership and cross-functional teams to ensure the highest standards of compliance, transparency, and client service.
As an Executive Director, Contract Management & Billing Strategy within Open Banking, you would be responsible for owning end to end commercial backbone of Open Banking partnership, including contract lifecycle management, and billing. This role ensures billing processes are fully aligned to partner contract terms, leads the design of scalable future state billing and contract frameworks, and serves as the senior business partner to Legal on negotiations and standard settings. You will drive disciplined execution, resolve partner billing concerns, and balance standardization, flexibility, and speed while shaping the future of our Open Banking platform through your strategic vision and influence.
The Chase Open Banking team is committed to empowering customers to share their financial data securely, safely, and transparently within the Open Banking ecosystem. Our mission is to deliver market-leading platforms that enable aggregators and direct connectors to securely access customer-permissioned data, while building out a two-sided business model that benefits both customers and commercial partners. We collaborate closely with partners across billing, invoicing, and are developing a self-service developer portal to streamline integration and access. We support our customers' ability to access their financial data and have full control and visibility in sharing it securely with the apps and companies they choose.
Job Responsibilities
  • Own end-to-end contracts and billing for Open Banking partnerships-enforcing governance and controls across the lifecycle-while aligning billing with contracts, regulations, and enterprise standards, and leading resolution of partner concerns on billing errors, unclear charges, disputes, and delayed invoices.
  • Serve as accountable executive for billing accuracy, timeliness, and transparency coordinating across product finance operations, technology, legal, and risk
  • Maintain authoritative ownership of the inventory of partner contracts ensuring adherence to contractual obligations pricing terms service levels and billing constructs.
  • Lead the design and execution of future state contracts and billing operating model covering both manual and automated processes with strong controls and scalability.
  • Partner closely with legal to develop, review and negotiate commercial contract terms serving as the business counterpart in negotiations.
  • Drive decisions on contract standardization versus flexibility balancing speed to market partner needs risk and long-term operational sustainability.
  • Define the target state contract frameworks for Open Banking partnerships ensuring consistency while enabling appropriate customization where required.
  • Anticipate and shape how agentic AI and automation will impact contract structures, billing models, controls, and dispute management in future partnerships.
  • Establish clear governance escalation paths and metrics for billing performance, contract compliance, and issue remediation.
  • Uphold all executive director responsibilities expected at Chase including strong risk management, ethical leadership, and adherence to firm wide standards.
  • Foster a culture of accountability, engagement, and high performance within the Contracts and Billing team while promoting diversity and inclusion by valuing the unique capabilities.

Required qualifications, capabilities, and skills
  • 10+ years of experience in financial services, contracts management, billing operations, commercial governance, or legal business roles within the financial services or banking industries.
  • Demonstrated experience owning and to end-to-end contract and billing processes including invoice generation, dispute management, and cross functional issue resolution.
  • Strong knowledge of commercial contracts, pricing constructs, service level agreements, and contractual compliance.
  • Proven ability to partner effectively with legal and general counsel including experience partnering in or leading contract negotiations from the business side.
  • Track record designing and implementing target state operating models with strong controls and scalability experience leading complex issue resolution involving external partners and senior Chase stakeholders.
  • Strong executive presence with the ability to make balanced decisions across risk with speed and partner experience.
  • Excellent written and verbal communication skills including experience presenting complex contractual and billing topics to senior leadership.
  • Sound judgement, discretion, and decision-making consistent with senior leadership accountability.

Preferred qualifications, capabilities, and skills
  • Experience with designing complex contracts and handling contracts negotiations in financial services is preferred
  • Advanced degree (e.g., JD, MBA, MPA) strongly preferred

Note: This role requires five days in the office (Mon-Fri) in New York, NY or Wilmington, DE and will not support Hybrid options. Applicants must be authorized to work for any employer in the US.
