Trilogy Federal is seeking a Technology Business Management (TBM) Analyst to support the Department of Veterans Affairs (VA) Office of Information and Technology (OIT), IT Budget and Finance (ITBF) organization. This role supports TBM initiatives to advance IT cost transparency, strengthen financial governance, and enable data-driven decision-making across the VA. The TBM Analyst will assist in the sustainment and enhancement of the TBM Cost Transparency Model, leveraging Apptio and TBM Council standards. 

This role requires foundational knowledge of federal IT financial management, data governance, and analytical modeling, with the ability to assist in analyzing financial and technical data to support reporting and decision-making aligned to VA leadership priorities. 

We are seeking candidates for a hybrid-location role in Washington, D.C.; only DC Metro Area candidates will be considered.  

Please note, this position is contingent upon award (estimated July/August 2026).   

Primary Responsibilities:
  • Review and analyze financial, operational, and IT data to map to the TBM framework, applying TBM taxonomy, activity-based costing, and Apptio methodologies to sustain and enhance the TBM Cost Transparency Model. 

  • Provide technical support and data analysis to improve IT cost transparency and planning by analyzing, validating, and reporting IT financial and operational performance to support informed budget and investment decisions. 

  • Build and maintain data workflows to automate financial processes and support TBM platform operations, including data validation, configuration, and testing within Apptio. 

  • Support data governance activities by normalizing and validating data according to established frameworks 

  • Contribute to the continuous improvement of analytical models through data-driven feedback and testing 

  • Support senior staff in virtual and face-to-face meetings with government clients by preparing necessary documentation and technical analysis 

Minimum Requirements:
  • 3+ years of experience in IT financial management, including budgeting, forecasting, governance, and decision support, with exposure to TBM principles and financial data to support cost transparency and technology investment decisions. 

  • Basic knowledge of SQL and ETL processes, with the ability to assist in querying, extracting, and preparing data for analysis. 

  • Ability to communicate clearly and collaborate with team members and stakeholders. 

  • Develop strong written and oral communication skills, including reports, summaries, and presentations. 

  • Ability to manage tasks independently, prioritize work effectively, and meet deadlines with guidance. 

  • Bachelor's degree in IT, Business, or a related field. 

  • Ability to obtain a Public Trust clearance. 

Preferred Qualifications:
  • VA or Federal experience preferred. 

  • Experience working in an Agile environment (SAFe preferred).

$75,000 - $85,000 a year
