Position Overview

Then consider working for the Illinois Department of Revenue. We are hiring a Budget Analyst (Public Service Administrator Opt. 2) for our Springfield, Illinois location. This position is responsible for budget development, expenditure and headcount monitoring, and performance reporting. Essential Functions
  • Under administrative direction, develops and implements budgets.
  • Monitors and reviews expenditures with amounts appropriated, planned and budgeted.
  • Reviews and approves Personnel Action Requests for compliance with approved policies.
  • Serves as project leader for the Department's Fee Imposition Report and Public Accountability Report.
  • Compiles and analyzes staffing, expenditure and production data to prepare a variety of monthly, quarterly and annual reports.
  • Performs special project assignments by compiling and preparing a variety of statistical data in report and/or chart format for the Chief Budget and/or Financial Officer for presentation to the Director, Chief of Staff, Governor's Office of Management and Budget, the Auditor General, State Comptroller and the Legislative Committees.
  • Compiles, analyzes and reports performance data into the Illinois Performance Reporting System (IPRS).
  • Compiles and reports U.S. Department of Justice Equitable Sharing agreement activity.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
  • Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with course work in accounting, economics, finance, business or public administration.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in accounting, economics, finance, or related area.
Preferred Qualifications
  • Four (4) years of experience using spreadsheets to perform cost studies and operational analyses and create reports.
  • Four (4) years of experience analyzing operations and developing process improvement recommendations.
  • Advanced proficiency with Microsoft Excel or similar spreadsheet software.
  • Four (4) years of experience forecasting revenues and/or expenditures.
  • Four (4) years of experience developing policies and procedures.
  • Four (4) years of experience analyzing legislation.
  • Four (4) years of experience developing and/or maintaining databases, e.g., Microsoft Access or similar database software.
Conditions of Employment
  • Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
  • Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
