CONTINGENT UPON CONTRACT AWARD
This position is being sourced in support of a proposal submission to the federal government and is contingent upon SteerBridge being awarded the associated contract. Candidates selected for this role will be identified as proposed key/staff personnel in our proposal. Selection does not constitute an offer of employment; employment is contingent upon contract award and formal notice to proceed.
Position Overview
SteerBridge Strategies is seeking a Senior Business Specialist to support a Government Commercial Purchase Card (GCPC) / Simplified Acquisition program. This role is anticipated to serve as the Task Order Project Manager (TOPM) and will be responsible for managing e-business systems, internal controls, and program compliance across a Department of the Navy (DON), Department of War (DoW) purchase card program. The ideal candidate brings deep, hands-on experience directing GCPC or simplified acquisition programs and translating complex federal regulations into clear, actionable guidance.

Key Responsibilities
Program Management & Leadership
  • Serve as the anticipated Task Order Project Manager (TOPM) responsible for overall task order performance
  • Direct and manage DoW purchase card program activities in accordance with contract requirements
  • Ensure sufficient staffing and coverage during core hours (0600-1700 EST) to meet all deliverables

GCPC & Simplified Acquisition Operations
  • Oversee electronic business (e-business) systems involved in GCPC payments, delegations, audits, and administration
  • Manage the administration and oversight of the DoW purchase card program end-to-end
  • Ensure timely and accurate processing of payments, delegations, and audit activity

Process & Controls
  • Perform business process mapping and document and monitor internal controls
  • Analyze data to identify trends and improve program metrics
  • Identify and remediate control gaps and process inefficiencies

Regulatory Compliance & Communication
  • Interpret DoW, DON, and other federal regulations and apply requirements to the GCPC program
  • Communicate policy, procedures, regulations, and program changes to stakeholders at all levels
  • Support audits and respond to program change initiatives as required

Required Qualifications
  • U.S. Citizenship required
  • Eight (8) years of specialized experience in Government purchase card or simplified acquisition
  • Bachelor's Degree
  • Eight (8) years of experience managing and directing DoW projects and programs
  • Experience with e-business systems involved in GCPC payments, delegations, audits, and administration
  • Experience with business process mapping and documenting internal controls
  • Experience analyzing data to improve metrics
  • Experience communicating policy, procedures, regulations, and program changes, initiatives, and other requirements
  • Ability to interpret DoW, DON, and other federal regulations and apply requirements to the GCPC program
  • Ability to pass standard federal background vetting to obtain a CAC and remote access credentials

$120,000 - $130,000 a year
Salary range: $120,000 - $130,000 annually, commensurate with experience. This is a fully remote position. Core hours of operation are 0600-1700 EST, and the incumbent must be available to support uninterrupted performance of all tasks during this window. Occasional work outside established hours may be required and will be coordinated in advance. Performance under this Task Order is strictly Unclassified. While physical access to Government facilities is not anticipated, personnel requiring remote logical access to unclassified Government IT networks or systems must successfully pass standard federal background vetting to obtain a Common Access Card (CAC) and remote access credentials. All Controlled Unclassified Information (CUI) processed or stored remotely must be protected in strict compliance with DoDI 5200.48, NIST SP 800-171, and standard DoD IL5 security protocols.
