A Senior Project Manager to serve as the leader of a delivery/task order and assist the Program Manager in working with the client, other Government management personnel and customer agency representatives. Senior Project Manager is responsible for different HR functions and personnel to include: Recruitment and Staffing; Human Resources Administrative; Personnel Action Processing; Classification; Employee and Labor Relations; Workers' Compensation; Employee Benefits; Strategic Human Resources Consulting; Human Capital Data Analysis; Reporting; Strategic Outreach, Communications and Coordination; Human Resources Information Systems (HRIS) Support, Maintenance and Development. Travel will likely be required.
This position is contingent upon contract award.
DUTIES AND RESPONSIBILITIES
The essential functions include, but are not limited to the following:
  • Responsible for the overall management of the specific task order(s) and ensuring that the technical solutions and schedules in the task order are implemented in a timely manner to include: project management; risk management; training; and overall management of key contractor personnel.
  • Performs enterprise-wide horizontal integration planning and interfaces to other functions systems.
  • Responsible for managing projects and managing people.
  • Responsible for ensuring compliance with appropriate laws and regulations.
  • Work with FDA HR staff, as well as with subject matter experts/hiring officials.
  • Announce FDA vacancies, determine qualifications, apply veterans' preferences and rate candidates.
  • Refer highly qualified candidates on competitive, merit promotion, excepted service, and/or non-competitive certificates/referral lists.

Security Requirements:
  • Must be able to obtain Level 5 security clearance (Public Trust).
  • Must maintain all information in accordance with Executive Order 13556.

This position requires passing an extensive background check.
Qualifications:
  • Minimum 12 years of progressive experience (or equivalent combination of education and experience) in managing, directing, and implementing projects includes, but is not limited to, experience in managing projects, contracts, funds, and resources.
  • Experience managing a diverse group of functional activities, subordinate groups of technical and administrative personnel.
  • Bachelor's degree in related field or equivalent experience.
  • Must have a PMP certification.
  • Must be proficient in USAStaffing.
  • Ability to obtain Level 5 security clearance (Public Trust).
  • Valid driver's license.
  • Excellent verbal communication skills and telephone manner.
  • Excellent and accurate written communication.
  • Familiarity with Windows operating systems; online calendars and cloud systems; intermediate to advanced skills Microsoft office products required.
  • Excellent attention to detail; accurate data entry.
  • Customer Focused and team-oriented work ethic.
  • Able to multi-task efficiently and accurately, focusing on quality.
