Role Summary
Delivery manager accountable for scope, schedule, cost, quality, and risk on a public-facing portal development task. Runs the Agile delivery cadence, manages the interface between the technical team and government stakeholders, and owns the deliverable and reporting obligations of the task order.
Key Responsibilities
• Plan and manage task execution: work breakdown, staffing plan, schedule, dependencies, and burn against the labor-hour ceiling.
• Run Agile/SAFe ceremonies - backlog refinement, sprint planning, reviews, retrospectives, and PI planning where applicable.
• Serve as primary delivery point of contact to the government project manager and product owner; manage expectations and escalations.
• Own risk and issue management: identification, mitigation planning, tracking, and transparent reporting.
• Ensure contract deliverables (project management plans, design documents, sprint reports, status reports) are produced on schedule and to quality standards.
• Manage quality control activities and enforce the quality control plan across the team.
• Coordinate cross-team dependencies with platform, security, and enterprise architecture organizations.
• Track and report performance metrics, velocity, defect trends, and financial status to leadership.
• Maintain the Task Order Management Plan, resource/cost-loaded schedule, staffing plan, risk register, PM workbook, GFE/access tracking, financial burn projections, and recurring Government status/reporting obligations.
• Manage transition-in/out, staffing continuity, onboarding dependencies, Government approvals, deliverable due dates, and coordination across DOL and other contractor teams.
• Ensure all project artifacts, Jira/Confluence records, release documentation, and ICT deliverables are complete, traceable, and Section 508 compliant.
Required Skills & Experience
• 8+ years managing IT development projects, including 4+ years running Agile delivery teams.
• Demonstrated experience managing government or enterprise task orders with formal deliverables, CDRLs, and reporting requirements.
• Working command of Agile, Lean, and SAFe principles; able to lead ceremonies and coach the team.
• Strong risk, schedule, and financial management on labor-hour or T&M engagements.
• Proficiency with Jira/Confluence and Agile reporting.
• Excellent written and verbal communication with senior stakeholders.
• Technical fluency sufficient to challenge estimates and understand architectural trade-offs in web/cloud delivery.
• Experience managing federal deliverables, labor-hour/FFP performance, cost/schedule reporting, staffing, transition, risk, and subcontractor/multi-contractor coordination.
• Working knowledge of DOL-style Agile, release, change, configuration, security/ATO, and accessibility governance.
Preferred Qualifications
• PMP, Certified Scrum Master (CSM), or SAFe certification.
• Prior federal program management experience.
• Background in web modernization, CMS, or cloud migration programs.
Education
Bachelor's degree in Business, Computer Science, Engineering, or a related field; Master's or PMP preferred.
