Job description

MTSI is seeking a Task Order Program Manager with a TS/SCI clearance to provide support our customer at Wright Patterson Air Force Base.
The TO PM is responsible for planning, coordinating, and overseeing all phases of NOVASTAR projects to ensure successful delivery within scope, schedule, and budget. This role serves as the primary point of contact among stakeholders, project teams, and leadership, managing project execution, risk mitigation, resource allocation, and performance tracking. The Project Manager ensures compliance with organizational standards and customer requirements while driving effective communication, operational efficiency, and continuous improvement throughout the project lifecycle.
  • Manage projects ranging in scope/size/complexity as part of a larger portfolio. The Task Order Project Manager will work closely with the Program Director, Deputy Program Manager, and Program Management Office leads. In this capacity, the Task Order Project Manager will:
  • Coordinate with the Contract/Subcontract Manager, Program Control, Security POCs, and other critical Program Management Office (PMO) leaders
  • Recruit, hire, and retain highly qualified employees
  • Manage team leads and staff for individual projects
  • In coordination with the Contracts Manager and Program Control, review/approve deliverables such as: Monthly Cost Report, Monthly Status Report, Invoices, and Contract Modifications.
  • Monitor employee timecards to ensure compliance in maintaining current timecard entries.
  • Approve direct report timecards and serve as back-up approver for timecards to ensure timely approval
  • Lead capture/proposal initiatives for the program, as directed
  • Maintain communication with staff on the contract
  • Maintain active communication/coordination with the Program Director and Deputy Program Manager
  • Monitor project staff completion of MTSI training and appraisals
  • Assist with any proposals in the Business Unit or as requested by MTSI leadership
  • Coordinate with internal and external stakeholders to verify program needs are aligned to project goals
  • Confer with analysts to provide technical advice and to assist with problem resolution as needed
  • Address personnel performance issues and work with team leads to resolve issues
  • Support management and execution of programs consisting of multiple projects
  • Ensures overall program is properly coordinated and efficiently accomplished with the best available resources
  • Provide strategic advice, technical guidance and expertise to program and project staff
  • Provide detailed analysis, evaluation and recommendations for improvements, optimization
  • Consult with client to define need or problem
  • Communicate clearly, concisely, and with technical accuracy-oral and written

Required:
  • Minimum 8 years DoD, or relevant industry work experience
  • Experience managing project teams, including subcontractors
  • Experience as supervisor/lead
  • Experience in Acquisition/Contracting, including: Statements of Work (SOW) and Performance Work Statements (PWS)
  • Experience managing relevant Government database(s), to include administering/managing technical support, minor enhancements, and documentation.

Desired:
  • Experience with ACAT I/II level acquisition programs
  • Project/Program Management Certification (i.e. Project Management Institute)

Education Requirements:
  • Bachelor's degree; Master's degree preferred

Clearance Requirements:
  • Top Secret Clearance required
