Job description

Position Description Summary:       

The Business and Contracting Officer Representative Support position provides on-site acquisition, business, contract administration, cost analysis, documentation, and tracking support for the U.S. Coast Guard Offshore Patrol Cutter Project Resident Office in Mobile, Alabama. The role supports the Contracting Officer Representative and Alternate Contracting Officer Representative with cost and price analysis, acquisition documentation, contract administration actions, invoice processing, task order closeout, reporting, and workflow tracking. The position requires a candidate with strong knowledge of Federal acquisition practices, shipbuilding processes, contract administration, cost/price analysis, and business documentation.


Responsibilities:        

Assist the Contracting Officer Representative and Alternate Contracting Officer Representative with cost and price analysis.

•         Support development of pre-negotiation and post-negotiation memoranda, as required.

•         Support contract administration duties, including preparation of contractor discrepancy reports, Contractor Performance Assessment Reporting System inputs, requests for equitable adjustment documentation, cure letters, default packages, and related materials.

•         Apply knowledge of price/cost analysis, contracting procedures, socioeconomic policies, Federal Acquisition Regulations, contract types, best value source selection, and low-price technically acceptable procedures.

•         Assist with development of Independent Government Cost Estimates, Requests for Proposal, Technical Assessment Reviews, Market Research, and Engineering Change Proposal processes and procedures.

•         Assist with review of Common Access Card applications and assigned CAC reviews every six months.

•         Assist the COR/ACOR with processing invoices for payment on assigned task orders.

•         Support administrative task order closeout by confirming satisfactory completion and inclusion of final reports and evaluations.

•         Develop and maintain milestones, reports, trackers, and status tools for COR-actionable items, including Engineering Change Proposals, Technical Assessment Reviews, Requests for Proposal, and Independent Government Cost Estimates.

•         Create standardized reports, presentation graphs, and status tracking products for COR/ACOR actionable items.

•         Support development and tracking of acquisition documents, including market research reports, requests for proposal or quote, price/cost analyses, best value tradeoff reports, COR/ACOR correspondence, and other acquisition planning and execution documents.

•         Coordinate with Government leads, project managers, contracting personnel, and technical stakeholders to obtain information and support timely completion of acquisition and contract administration actions.

•         Perform work in an active shipyard environment and aboard OPCs under construction, as required.


Skills & Experience:  

•         Minimum of four years of experience supporting a Contracting Officer Representative in a shipbuilding environment.

•         Comprehensive knowledge of shipbuilding processes, techniques, and procedures.

•         Comprehensive knowledge of the Federal Acquisition Regulations.

•         Knowledge of cost and price analysis, contracting procedures, socioeconomic policies, and contract administration practices.

•         Familiarity with various contract types, best value source selection, and low-price technically acceptable procedures.

•         Ability to support Independent Government Cost Estimates, Requests for Proposal, Technical Assessment Reviews, Market Research, Engineering Change Proposals, and related acquisition processes.

•         Knowledge and skill in applying analytical and evaluative methods to organize, plan, conduct, evaluate, and administer contract requirements.

•         Ability to produce COR reports, briefings, presentations, trackers, correspondence, and acquisition documentation.

•         Knowledge of economic, statistical, accounting, fact-finding, and financial analysis principles and techniques.

•         Ability to analyze historical cost and schedule data, audit reports, technical specialist inputs, contractor data, cost trends, schedule trends, disruptive factors, and estimated final contract cost.

•         Familiarity with DCMA and DCAA standards, guidelines, and best practices.

•         Knowledge of auditing organizations, contract administration service organizations, acquisition processes, and related program functions.

•         Proficiency with Microsoft Office applications, including Word, PowerPoint, Access, and Excel.

•         Strong written and verbal communication skills.

•         Strong attention to detail in documentation, tracking, analysis, and reporting.

•         Ability to coordinate with contracting, technical, financial, and program stakeholders.

•         Ability to work independently with minimal guidance while meeting deadlines and Government tasking requirements.

•         Ability to perform moderate walking and movement through an active shipyard and aboard OPCs under construction.


Education:      

•         Bachelor of Science degree in a business or technical field with a minimum of 24 business credits required.

•         A substitution may be accepted with a minimum of four additional years of relevant experience in addition to the required minimum four years of experience.


Security Clearance Required:           

•         Must be able to obtain and maintain the required background investigation and access credentials necessary to perform work under the contract.

•         Must be eligible for Common Access Card issuance.

•         Must comply with DHS/USCG security, suitability, confidentiality, and non-disclosure requirements.

•         Secret-level clearance eligibility is preferred based on the sensitive business, financial, and proprietary information associated with the requirement.
