Overview

Job Description and Responsibilities

The Federal Program Manager provides program-level leadership and contract execution oversight for environmental services supporting Department of Defense (DoD) and other federal agency programs and installations. This position is a hands-on federal program delivery role responsible for managing scope, schedule, budget, quality, and compliance across multiple task orders and project teams while serving as the primary interface with Government stakeholders.

The Federal Program Manager plans, directs, and coordinates multidisciplinary contract work-including compliance, permitting support, planning-level analyses, and documentation-ensuring deliverables are accurate, timely, and defensible. The position supports multiple Military Departments and/or Civilian Agencies and works closely with technical leads, project managers, subcontractors, and internal corporate functions to execute contract requirements and maintain customer satisfaction.

Job duties include, but are not limited to:

  • Serve as the primary point of contact for Government customers and lead routine coordination with KO/COR/PM and installation stakeholders.
  • Manage program execution across multiple task orders, including staffing plans, work plans, schedules, deliverable trackers, and action-item management.
  • Control cost, funding, and burn rates; support invoice substantiation, funding modifications, and reporting in accordance with contract requirements.
  • Lead scope management, including change control, assumptions/constraints tracking, and coordination of contract modifications when required.
  • Oversee delivery of federal services, which may include (as applicable to contract): compliance support, permitting coordination, planning support, documentation development, and integration of supporting technical studies.
  • Ensure deliverables align with applicable federal statutes, regulations, executive orders, agency policy, and installation-specific requirements (not limited to any single program area).
  • Direct and coordinate multidisciplinary teams (environmental scientists, planners, GIS, engineers, cultural resources, subcontractors) and ensure work is performed to contract standards.
  • Implement and enforce QA/QC procedures to maintain defensibility and audit readiness.
  • Manage subcontractor performance, including SOW development support, schedule integration, deliverable acceptance, and coordination of corrective actions as needed.
  • Prepare and deliver required program reports/briefings (monthly status, risk/issues, budget summaries, schedule performance, and deliverable status).
  • Identify and mitigate program risks; maintain a risk register and execute corrective action plans to protect schedule and budget.
  • Support stakeholder coordination and consultation documentation with federal, state, Tribal, and local entities when required by the contract.
  • Support business development activities, including ROM development, technical approach input, and capture support for follow-on work within the program space.
  • Travel may be required up to 4 weeks per year or more.
  • Other duties, as assigned.
Requirements

Requirements - Knowledge, Skills, and Abilities

  • 10 years of specialized experience supporting federal environmental programs/projects, including program or task-order management responsibilities.
  • Bachelor's degree (or higher) in Environmental Science, Natural Resources, Biology, Environmental Engineering, or a related scientific discipline.
  • Demonstrated experience managing federal contract execution, including scope/schedule/budget tracking, deliverable management, and customer reporting.
  • Working knowledge of federal acquisition environments and roles/responsibilities (e.g., KO/COR interface, IDIQ/task order execution, subcontract oversight).
  • Experience supporting DoD or other federal agency work (e.g., installation operations, planning, infrastructure, training/testing, real property, or mission support).
  • Strong leadership, communication, and stakeholder management skills with the ability to lead multidisciplinary teams and coordinate across organizations.
  • Strong technical writing and review capability sufficient to ensure deliverables are clear, compliant, and defensible (even when authored by others).
  • Ability to obtain and maintain a Secret security clearance.
  • U.S. Citizenship required.

Location/Work Schedule: Primary location in Huntsville, AL

This position is hybrid, with a standard full-time work schedule.  Periodic travel may be required to support business needs, leadership meetings and government engagements.

Physical Requirements:

Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weight up to thirty (30) pounds as necessary.
