Job description

Duties The primary purpose of this position is: To serve as the Supervisor, Forces Division (Assistant Division Chief) and Task Force Coordinator, Forces Division, Operations Directorate, Central Command (USCENTCOM) and senior command subject matter expert (SME) for Global Force Management (GFM). Shares with the Division Chief the full scope of responsibilities for managing the activities of the division, possessing the same authority and prerogatives. Oversees numerous complex and varied day-to-day operational support activities. Duties * Plans, organizes, and oversees the current and future activities of the HQ USCENTCOM, Operations Directorate, Forces Division. * Exercises supervisory personnel management responsibilities. * Actively influences HQ USCENTCOM strategy for the employment of force rotations, emergent requirements, and other military capability necessary to meet USCENTCOM operational and United States strategic objectives. * Represents USCENTCOM with a variety of operational and functional area organizations. This may require operation in both field conditions and combat zone. * This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement. * This is a Mission-Essential position performing a Mission- Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. * The employee must be able to obtain and maintain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment. * This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. The employee must pass initial and periodic short notice drug testing. (cont'd) * Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. * Incumbent must appropriately handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. Qualifications Conditions of Employments: (cont'd) * This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. * LAUTENBERG AMENDMENT: This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenburg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of DoD, Joint Staff and HQ USCENTCOM headquarters organization, vision, strategy, authorities, and missions, to effectively integrate Global Force Management policies, programs, procedures and activities to achieve organizational and National level objectives; Comprehensive knowledge of DoD and JS GFM policy, directives, regulations, and business rules related to force management and the function and application of the various tools employed to conduct routine force management operations to include applicable automated platforms; Advanced knowledge of program management principles, qualitative and/or quantitative methods, tools, concepts methodologies, to recognize and analyze facts and problems, conduct research, draw reasonable conclusions, summarize results, identify changes and trends and make appropriate recommendations to make improvements or solve problems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of DoD, Joint Staff and HQ USCENTCOM headquarters organization, vision, strategy, authorities, and missions, to effectively integrate Global Force Management policies, programs, procedures and activities to achieve organizational and National level objectives. 2. Comprehensive knowledge of DoD and JS GFM policy, directives, regulations, and business rules related to force management and the function and application of the various tools employed to conduct routine force management operations to include applicable automated platforms. 3. Advanced knowledge of program management principles, qualitative and/or quantitative methods, tools, concepts methodologies, to recognize and analyze facts and problems, conduct research, draw reasonable conclusions, summarize results, identify changes and trends and make appropriate recommendations to make improvements or solve problems. 5. Expert ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 6. Ability to analyze, plan, and adjust work operations or priority of effort to meet the HQ USCENTCOM operational demand for capability in the USCENTCOM AOR with available resources. Ability to communicate effectively both orally and in writing, with a high degree of technical accuracy; discuss and negotiate complex issues; and maintain good working relationships across global forums. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
