Program Summary

KBR will help support the U.S. Navy and Marine Corps at Naval Station Mayport and the Marine Corps Support Facility at Blount Island (MCSF-BI). Our goal is to help their missions run smoothly and successfully. Let's work together to make a positive impact and achieve results.

Naval Station Mayport is located along the St. Johns River in Duval County, Florida. It covers 3,409 acres and is the third-largest naval surface fleet area in the U.S. Since it opened in 1942, it has become a key hub with a harbor for 34 ships and a runway for most Department of Defense aircraft.

The Marine Corps Support Facility Blount Island (MCSF-BI) covers 911 acres on the eastern side of Blount Island, plus an extra 333 acres nearby. This facility is vital for keeping Marine Air-Ground Task Forces ready. MCSF-BI has a deep-water slipway and direct access to the Atlantic, allowing for quick loading and unloading of the largest Maritime Prepositioning Force (MPF) ships. This helps deploy combat vehicles and supplies.

Job Summary

The MCSF-BI Site Manager is a mandatory Key Personnel position responsible for the direct, on-site management and execution of all contract requirements specifically pertaining to the Marine Corps Support Facility Blount Island (MCSF-BI). This role requires full authority to act for the Contractor on all contract matters related to MCSF-BI.

The manager must maintain a constant on-site presence during Government regular working hours and ensure that a dedicated work reception capability is operational for MCSF-BI. This position is crucial for coordinating services, managing a diverse workforce, and upholding operational standards across the facility, which includes deep-water slipways, maintenance facilities, and cargo staging lots essential for Marine Air-Ground Task Force readiness

Please note: This position is contingent upon award.

Roles and Responsibilities

  • Serve as the primary point of contact with full authority to act for the Contractor on all contract matters relating to the MCSF-BI requirements.
  • Provide direct leadership to contract maintenance personnel across the various trades at MCSF-BI
  • Ensure all services, including sustainment, restoration, and modernization (SRM) work for buildings, waterfronts, and roads, are performed to specification
  • Oversee the Facility Investment services at MCSF-BI, covering E/U/R Work, Project Work Orders, and all Preventive/Integrated Maintenance Programs.
  • Manage Grounds Maintenance and Landscaping for improved grounds, operational areas, and storm drainage systems.
  • Oversee Custodial services ensuring facilities are clean, sanitary, and stocked.
  • Oversee Pest Control services in compliance with the Integrated Pest Management Plan (IPMP).
  • Oversee Integrated Solid Waste Management ensuring refuse collection, disposal, and recycling meet all regulations and standards
  • Uphold operational standards across the busy harbor and runway facilities, ensuring readiness for Department of Defense aircraft and naval vessels.
  • Other duties as assigned.

Basic Qualifications

  • Minimum of five (5) years of experience managing service contracts of similar size, scope, and complexity.
  • U.S. citizenship
  • Must have a valid social security card, driver's license, and birth certificate.
  • Must be able to obtain and maintain base access and/hold an active Secret Clearance.

Preferred Qualifications

  • Prior experience in government contracting or military installation support services.
  • Familiarity with Department of Defense operations and infrastructure.
  • Knowledge of contract management principles and federal acquisition regulations.
  • Experience coordinating with multiple site leadership roles in a complex operational setting.
