Summary Huntington Ingalls Industries, Mission Technologies (HII-MT) is seeking highly qualified Site Managers to support the Department of State's INL/A Aviation Program at multiple international operating locations. Current anticipated locations include Peru, Panama, Costa Rica, Malta, and Iraq, with mission priorities increasingly focused on South America. Each Site Manager serves as the senior on-site representative for HII-MT, responsible for leading all operational, administrative, coordination, and mission support functions at an assigned INL/A operating location. This role ensures seamless integration between operations, maintenance, logistics, safety, training, force protection, and government stakeholders to enable safe, effective, and compliant aviation mission execution. The ideal candidate is an experienced aviation or mission support leader with extensive international experience, a strong understanding of U.S. Government operational environments, and the ability to lead multidisciplinary teams in complex, austere, and dynamic settings. Multiple openings exist for a position that supports operations at several locations, including challenging or austere environments. Site locations will be discussed during the interview process. This position is contingent on an upcoming proposal. What You Will Do * Serve as the single HII-MT point of contact at the site for the Senior INL/A representative (SAA or AOD) regarding all operational, administrative, and coordination activities. * Lead, supervise, and integrate all contractor personnel on-site, ensuring coordinated performance across operations, maintenance, logistics, safety, training, and mission support functions. * Facilitate operational planning, mission coordination, de-confliction, and communication between the site, the Program Support Office (PSO), INL/A headquarters, and other associate contractors. * Maintain liaison with U.S. Embassy Country Teams, host-nation officials, and other mission stakeholders to ensure mission alignment and resolve operational issues. * Provide daily oversight of aviation mission execution, ensuring compliance with INL/A directives, safety requirements, RUF guidance, and site-specific operational policies. * Manage site administration, personnel accountability, duty rosters, timekeeping, training compliance, and performance oversight. * Support force protection and security requirements, ensuring adherence to Chief of Mission (COM) policies and coordination with RSO personnel. * Oversee incident reporting, ensuring serious incidents are reported to INL/A within required timelines. * Ensure proper use, storage, and accountability of Government-Furnished Property (GFP), facilities, and mission equipment. * Oversee site readiness for surge operations, contingency deployments, and emergent tasking. * Support nationalization programs when applicable, ensuring knowledge transfer and host-nation capability development. * Maintain thorough knowledge of aviation operations, logistics workflows, safety standards, and host-nation laws/regulations relevant to the site. * Act as the senior on-site authority during emergencies, coordinating with U.S. and host-nation entities as required. What We Are Looking For * 8 years relevant progressive experience with Bachelors in related field; or 6 years relevant progressive experience with Masters in related field. * 10 years of technical or professional management experience, including 5 years in program management and 1 year minimum in projects of similar size/scope. * Rated rotary-wing pilot with FAA certification and a minimum of 1,500 flight hours. * Experience in host-nation advisory roles or leading multinational teams is highly desired. * Strong knowledge of FAA regulations and applicable operational guidelines. * Ability to interface effectively with U.S. Government personnel, host-nation authorities, and diverse contractor teams. * SECRET security clearance required. * Strong English communication skills. * Eceptional leadership presence in remote, multinational environments. * Strong ability to coordinate operations with U.S. Embassy Country Teams, Senior Aviation Advisors (SAA), Aviation Operations Directors (AOD), and other foreign-nation partners. * Skilled in mission planning, de-confliction, operational oversight, and cross-functional team integration. * Experienced in aviation support environments, with strong understanding of flight operations, maintenance, logistics, safety, and government compliance. * Able to manage complex personnel, ensure adherence to policies, maintain discipline, and ensure high standards of performance and conduct. * Highly adaptable and able to lead effectively in high-tempo, rapidly changing operating conditions.
