Title: Senior Technical Program Manager (HR Technology)

Location: Beaverton, OR (Hybrid)

Duration: ~5 months (08/03/2026 – 12/31/2026)

Pay Range: $55-60/hr. on W2


Job Description

Lead the technical delivery of a large-scale Strategic Workforce Planning (SWP) initiative that will transform how the organization plans, develops, and manages its workforce through HR technology, data, and AI-driven insights. Partner with HR, Technology, Product, and Business leaders to drive cross-functional program execution, establish governance, manage technical dependencies, and deliver scalable workforce planning capabilities.

This role is ideal for an experienced Technical Program Manager with a strong background leading enterprise HR technology initiatives in complex matrix organizations. The ideal candidate combines technical program leadership, Agile delivery expertise, and stakeholder management skills while thriving in fast-paced, ambiguous environments.


Job Functions

  • Lead the technical delivery of a Strategic Workforce Planning program across multiple workstreams.
  • Develop and manage program plans, governance, timelines, milestones, and technical deliverables.
  • Coordinate cross-functional teams across HR Technology, Product, Data, Engineering, and Business stakeholders.
  • Manage technical dependencies, risks, issues, and mitigation plans throughout the program lifecycle.
  • Drive alignment between technical and business teams to ensure successful program execution.
  • Support implementation of enterprise HR technology solutions and related system integrations.
  • Facilitate Agile ceremonies and promote Agile delivery methodologies across project teams.
  • Track program health through dashboards, KPIs, status reporting, and executive communications.
  • Collaborate with internal and external partners to deliver scalable workforce planning capabilities.
  • Support organizational change, stakeholder engagement, and adoption of new processes and technologies.


Skills/Abilities

  • Strong technical program management and large-scale program delivery experience.
  • Experience leading complex initiatives within matrixed organizations.
  • Knowledge of Agile methodologies including Scrum, Kanban, SAFe, and Waterfall.
  • Excellent stakeholder management, communication, and cross-functional leadership skills.
  • Strong organizational, planning, and risk management capabilities.
  • Ability to manage multiple priorities and perform effectively in ambiguous environments.
  • Proficiency with Microsoft Office Suite, Microsoft Project, JIRA, Confluence, and collaboration tools.
  • Strong analytical, problem-solving, and decision-making skills.


Experience

  • 5–7+ years of experience leading enterprise Technical Program Management initiatives.
  • Experience delivering HR Technology programs, preferably involving platforms such as Workday and ServiceNow.
  • Experience supporting Strategic Workforce Planning, Talent Management, Organizational Development, or related HR functions preferred.
  • Demonstrated success managing large cross-functional technology programs from planning through implementation.
  • Experience coordinating software implementations and enterprise technology initiatives.
  • Bachelor's degree required; Master's degree preferred.
  • PMP certification is a plus but not required.
