Job description

Systems Engineering & Integration Lead

Company:

Boeing Defense, Space, and Security (BDS) seeks a seeks a Systems Engineering & Integration Lead to serve on the Global Positioning System (GPS) IIF program, within our Space, Intelligence & Weapon Systems (SI&WS) division located at Schriever Space Force Base, about 10 miles east of Colorado Springs, or El Segundo, California.

GPS is a satellite-based radio-navigation system owned by the United States government and operated by the United States Space Force and is the world's first global utility. GPS provides position, navigation, and timing (PNT) data to military and civilian users globally with countless applications and an unlimited number of users.

Boeing has over 45 years of history in GPS, including achieving full system capability in 1995. The current Boeing team supports the US Space Force by sustaining and monitoring the health and capabilities of the 12 GPS Block IIF satellites in the GPS constellation, launched from 2010 to 2016. The Boeing GPS sustainment team also provides support to our U.S. Space Force customer with reports and expertise on all aspects of the GPS system. Sustainment efforts will continue through the life of the Block IIF satellites, with a design life expectancy to 2031 and beyond. The program currently operates under a 10-year sustainment contract, from 2022 to 2031.

Position Responsibilities:

  • Lead a small team that manages program-wide Systems Engineering and Integration. Task, train, and motivate team members, run program-level meetings such as the Risks, Issues, and Opportunities (RIO) board, and ensure enterprise and system requirements are met across the GPS IIF program.
  • Work with GPS Program Manager, GPS Chief Engineer, and customers.
  • Ensure team manages GPS IIF requirements documents, engineering specifications, and the Orbital Operations Handbook, and tracks and evaluates GPS enterprise-level Requests for Changes, engineering impact assessments, management and upkeep of various tools and applications.
  • Ensure team coordinates with Government and external companies for the existing and new GPS control segments.
  • Develop and maintain program and IPT-level processes.
  • Participate in special studies, potentially lead projects or studies, and support program baseline, configuration and data management.
  • Identify staff needed to execute the IPT's statement of work and work with Program Management to ensure managers initiate and support hiring, onboarding and training, succession planning, and organization chart updates. Provide feedback to management for all IPT members.
  • Coordinate with GPS program leadership to ensure alignment and compliance across teams.
  • Facilitate Risks, Issues and Opportunities board.
  • Evaluate GPS enterprise-level changes and associated GPS IIF technical impacts.
  • Conduct contract requirements analysis and tracking to guarantee obligations are met.
  • Generate Basis of Estimation and other proposal inputs.
  • Schedule development and maintenance.
  • Serve as Board Chair for Problem Report analysis and adjudication.
  • Own change management of and adherence to program processes.

This position is expected to be fully onsite.

Basic Qualifications (Required Skills/Experience):

  • Active interim or final U.S. security clearance; Secret or above.
  • 5+ years in systems engineering, integration, and testing.
  • 3+ years of experience with systems engineering Requirements Management.
  • 1+ years of experience do you have leading or managing projects or teams.
  • Experience in Project Management.
  • If not already within commuting distance of either Schriever SFB, CO or El Segundo, CA, willingness and ability to relocate at own expense.
  • Willingness and ability to travel up to 10% of the time domestically and internationally.
  • Bachelor of Science degree in Engineering, Engineering Technology (including Manufacturing Technology), Computer Science, Data Science, Mathematics, Physics, Chemistry or non-US equivalent qualifications directly related to the work statement.

Preferred Qualifications (Desired Skills/Experience):

  • Experience in Project Management and proposal efforts. Proposal writing, RFPs, RFQs, RFIs.
  • Global Positioning System (GPS) systems, operations, or integration experience.
  • Model-Based Systems Engineering (MBSE) experience.
  • Minimum years of related experience is 5+ for levels 4 and 5.

Typical Education & Experience:

Level 4: Education/experience typically acquired through advanced technical education from an accredited course of study in engineering, engineering technology (includes manufacturing engineering technology), computer science, engineering data science, mathematics, physics or chemistry (e.g. Bachelor) and typically 9 or more years' related work experience or an equivalent combination of technical education and experience or non-US equivalent qualifications. In the USA, ABET accreditation is the preferred, although not required, accreditation standard.

Level 5: Education/experience typically acquired through advanced technical education from an accredited course of study in engineering, engineering technology (includes manufacturing engineering technology), computer science, engineering data science, mathematics, physics or chemistry (e.g. Bachelor) and typically 14 or more years' related work experience or an equivalent combination of technical education and experience or non-US equivalent qualifications. In the USA, ABET accreditation is the preferred, although not required, accreditation standard.
