Description:
We are seeking a highly skilled Software Engineer / Systems Engineer with strong PowerBuilder expertise to support Department of Defense (DoD) logistics and business IT systems that can hold and maintain an active secret security clearance. This role focuses on reverse engineering legacy applications, developing technical documentation, and supporting modernization efforts that bridge PowerBuilder-based systems with modern architectures.
The ideal candidate brings a combination of hands-on development experience, systems engineering rigor, and DoD domain knowledge-particularly within logistics, supply chain, or maintenance systems.
Responsibilities:
Systems Engineering (70%)
  • Reverse-engineer legacy PowerBuilder applications to validate system behavior and requirements
  • Develop detailed System Requirements Specifications (SRS) and System Design Documents (SDD)
  • Leverage AI-enabled tools (e.g., NIPRGPT) to assist with documentation and analysis
  • Collaborate with SMEs to validate requirements against existing system functionality
  • Translate complex technical concepts into clear, structured documentation
  • Support modernization efforts by bridging legacy PowerBuilder systems with web-based architectures
Software Development (30%)
  • Maintain and enhance PowerBuilder (2017 R3+) applications
  • Perform database development and optimization using:
    • Sybase Adaptive Server Enterprise
    • Oracle (PL/SQL)
    • SQL Server
  • Conduct code reviews using tools such as Crucible and JIRA
  • Participate in Agile/Scrum ceremonies and development cycles

Requirements:

  • IAT II certification
