Job Description
The Navy Maritime Maintenance Enterprise Solution (NMMES) is an Information Technology (IT) toolset used by NAVSEA to support ship maintenance, overhaul, repair, and modernization operations across the U.S. Navy fleet. NMMES encompasses IT systems, applications, networks, and data centers serving over 51,000 users worldwide at Navy Shipyards (NSY), Intermediate Maintenance Facilities (IMF), Regional Maintenance Centers (RMC), Ship Repair Facilities, and Forward Deployed Regional Maintenance Centers. The NMMES Technical Refresh (NMMES-TR) program is modernizing this enterprise infrastructure through commercial off-the-shelf (COTS) applications, cloud-based services, and enhanced cybersecurity capabilities to support the Navy's digital transformation initiatives.
Position Summary
The Systems Engineer performs a variety of complex project tasks applying specialized technology expertise to resolve total system problems across the NMMES enterprise. This position integrates electronic processes and methodologies to address network infrastructure, security operations, and system integration challenges. The Systems Engineer applies analytical and systematic approaches to resolve problems of workflow, organization, and planning while directing and assisting team members in applying systems engineering principles to secure systems design. This role requires expert knowledge of LANs, WANs, VPNs, routers, firewalls, network protocols, security operations, vulnerability analysis, PKI, data encryption, key management, data warehousing, and data mining capabilities.
Key Responsibilities
Systems Integration and Engineering
  • Perform complex project tasks integrating electronic processes and methodologies to resolve total system problems
  • Apply systems engineering principles to the design, development, and implementation of secure enterprise solutions
  • Integrate hardware and software components to satisfy DoD and Navy technical requirements and regulations
  • Develop and maintain enterprise and solution architecture documentation for NMMES systems
  • Lead system integration activities during technology refresh, migration, and modernization efforts
  • Conduct technical analysis of system specifications, requirements, and related documentation
  • Coordinate with application development teams to ensure seamless integration of business applications with infrastructure
Network Infrastructure and Operations
  • Design, implement, and maintain LAN, WAN, and VPN infrastructure supporting enterprise operations
  • Configure and manage routers, switches, firewalls, and other network devices in accordance with security requirements
  • Perform network engineering analysis and develop telecommunications requirements for medium and large-scale infrastructures
  • Resolve complex network problems using network analyzers, WAN test equipment, and network simulators
  • Optimize end-to-end system performance and dataflow management across distributed environments
  • Manage network monitoring, fault management, configuration, performance, and accounting functions
  • Develop and maintain network diagrams, documentation, and accreditation packages
Security Operations and Cybersecurity
  • Implement and manage security technologies including firewalls, IDS/IPS, and network access controls
  • Design and maintain Public Key Infrastructure (PKI) and certificate management systems
  • Implement data encryption solutions and key management procedures for classified and sensitive data
  • Conduct vulnerability analysis, security assessments, and penetration testing support
  • Support Risk Management Framework (RMF) compliance and Authority to Operate (ATO) processes
  • Monitor security events using SIEM tools and coordinate incident response activities
  • Apply DISA STIGs and security hardening controls to network devices and systems
  • Support cybersecurity engineering efforts in alignment with NAVSEA SEA 03 digital transformation initiatives
Data Management and Analytics
  • Design and implement data warehousing solutions supporting enterprise reporting and analytics
  • Develop data mining capabilities to support maintenance planning and operational decision-making
  • Ensure data integrity, security, and accessibility across NMMES information systems
  • Support data integration efforts between legacy systems and modernized platforms
  • Collaborate with database administrators on data architecture and performance optimization
Technical Leadership and Problem Resolution
  • Direct and assist systems engineers in applying systems engineering principles to secure systems design
  • May lead and direct the work of junior engineers and technical staff
  • Apply analytical and systematic approaches to resolve problems of workflow, organization, and planning
  • Provide technical consultation on complex projects and technology problems
  • Coordinate with Government personnel, vendors, and cross-functional teams to resolve system issues
  • Develop and present technical briefings and recommendations to program leadership
  • Mentor team members on systems engineering best practices and emerging technologies

Required Qualifications
Education
• Bachelor's degree in Systems Engineering, Computer Science, Information Systems, Electrical Engineering, or related technical discipline (or equivalent experience)
Experience
  • Minimum 4 years of experience in systems engineering, network engineering, or related technical field
  • Expert knowledge of LAN, WAN, and VPN technologies, design, and implementation
  • Expert knowledge of routers, switches, firewalls, and network security devices
  • Expert knowledge of network protocols (TCP/IP, DNS, DHCP, OSPF, BGP, MPLS)
  • Expert knowledge of security operations, monitoring, and vulnerability analysis
  • Expert knowledge of PKI, data encryption, and key management technologies
  • Expert knowledge of data warehousing and data mining capabilities
  • Demonstrated experience integrating complex hardware and software systems
Clearance
• Active Secret security clearance (minimum)
